through three main work streams:

1.     
Advancing Health Management: our team works with
district and health facilities staff to provide hands-on technical assistance
and supportive supervision in eight key areas: human resources, infrastructure,
financial management, community health insurance management, pharmacy
logistics, health information systems, planning and coordination, and
information technology. 
2.     
Developing Health Infrastructure: We fill
infrastructure gaps by initiating and overseeing the construction of
state-of-the-art, modern health centers where they currently do not exist, or
where existing facilities are too dilapidated to function. 
3.     
Supporting Technology for Health: we work with
partners on the ground to ensure that innovative technology solutions for
improved health outcomes are effective, sustainable, and scalable.  Many of our initiatives are focused on
improving maternal and neonatal health. 
Our reach has extended to 127 health centers and ten
district hospitals across eight districts of Rwanda: Musanze, Gakenke, Rulindo,
Nyabihu, Rubavu, Ngoma, Rwamagana, and Bugesera.
Position Overview
Health
Builders is seeking skilled applicants for the position of Health Management
Advisor
to help support the organization and its mission to strengthen
Rwanda’s health systems.
The Health
Management Advisor will provide regular performance evaluations and hands-on
technical assistance to health facilities in the districts of Gakenke and
Musanze in the Northen Province.
 Specific duties and responsibilities include the following:
  •  Mentor and coach districts in developing and
    implement effective systems to manage financial resources, including
    budgeting, forecasting, and reporting;
  • Improve the data management abilities at the
    district and health center level to ensure regular, high quality data
    collection and analysis, and timely, strategic response to reporting;
  • Develop methodologies for assessing and
    improving quality of district health care services, or enhancing existing
    methodologies;
  • Assess health care staffing and training needs
    and assist in development of strategy to address those needs;
  • Build management capacity of health system
    staff;
  • Collaborate with community-based health
    insurance schemes to ensure that the population has sustainable financial
    access to health care services.
  • Support the development of action plans,
    budgets and procurement forecasts;
  • Identify and enhance key project management and
    reporting systems;
  • Help to resolve implementation challenges;
  • Build partnerships in the district health
    sector;
  • Ensure the goals of the Project are
    communicated and understood;
  • Maintain extensive liaison functioning at the
    local and national level;
  • Coordinate project activities for health
    facilities supported by Community Health Works and Health Builders,
    including coordination and supervision of Health Center construction
    projects, Oxygen generation plant and CPAP clinical training programs;
  • Represent Community Health Works and Health
    Builders to local and international visitors;
  • Carry out any other duties assigned by
    supervisors.
Required skills and
experience:
  •  Education
    – an advanced degree in health sciences, public health, or a related
    field;
  • Experience – a minimum of 5 years of relevant
    experience in similar role;
  • Languages – professional proficiency in
    English, knowledge of French is an advantage, native proficiency in
    Kinyarwanda is required;
  •  Experience working effectively with
    Ministries of Health, NGO partners, local organizations, and government
    counterparts at all levels;
  • Strong team player and collaborator;
  • Ability to work under pressure and meet tight
    deadlines;
  • Excellent organizational skills and an ability
    to multitask;
  • Strong communication skills – both written and
    oral;
  • Strong attention to detail;
  • Demonstrated leadership skills.
