Since MMU launched, the MMU team has been
conducting research and developing its expertise around what it takes to make
mobile money deployments successful. More recently, MMU has started to apply
this expertise “hands on” with MNOs in the field, diagnosing key
challenges and developing recommendations for how to overcome them. MMU will
then support the implementation of these recommendations, thereby ensuring that
recommendations are implemented optimally and the lessons learnt during
implementation can be captured. These lessons will be shared with the wider
industry via the production of MMU publications and MMU events. 
The MMU Manager
will be involved with the following:-
  • Build relationships with MNOs (both at the
    mobile money management level, as well as with appropriate C-level
    sponsors of mobile money), keep abreast of developments and identify
    potential opportunities to engage more deeply with MNOs to support and
    learn from their deployments
  • Conduct diagnostics, which leverage the
    expertise of MMU to identify the key challenges which limit the success of
    a deployment
  • Develop action plans / projects to overcome
    these challenges, and help MNOs to effectively priorities projects
  • Determine what support is required by MNOs to
    effectively implement projects, and how this support can be most
    effectively provided. Implementation may require MMU to provide technical
    assistance, project management assistance or external funding; if funding
    is required, the MMU Manager will be responsible for developing a proposal
    to access a MMU sub-grant facility
  • Provide implementation support (as required,
    either directly or via a 3rd party contractor), as well as monitoring of
    progress made within each project
  • Identify learnings from the diagnostic and
    implementation phases around what works / doesn’t work when creating a
    mobile money service which effectively reaches the unbanked
  • Ensure learnings are shared initially with the
    MMU team and donors as they emerge, and then ultimately shared more
    broadly with the wider industry through MMU publications and MMU events,
    e.g. through writing blog posts for the MMU blog, presenting mobile money
    research / learnings from field engagements at MMU events (such as Working
    Groups, webinars, etc.), writing case studies based on field engagements
    and / or developing research papers on important mobile money topics, for
    publication within the MMU Annual Report
  • Support the work of the MMU Regulatory
    Director, by assessing regulatory environments and identifying areas where
    MNOs require regulatory support
  • Identify and manage synergies / potential
    overlaps with both internal GSMA Development Fund programmes (e.g. mAgri,
    mWomen, etc.) and external partners (e.g. CGAP, AFI, etc.)
  • Contribute towards shaping the overall
    strategic direction / course correction of MMU, to ensure that MMU
    continues to deliver valuable support to the industry and achieves its
    goal of creating more successful, scalable and sustainable mobile money
    services The MMU Manager will spend a significant proportion of their time
    within the field (at least 50%). The time spent in the field is likely to
    be for periods of between 1-3 weeks.

Criteria
GSMA – The Person The right candidate will be able
to draw on a solid foundation of commercial expertise and industry knowledge,
augmented by the ability to rapidly adapt to different cultures.
Specifically:
  • Strong commercial background, with experience
    of working in the mobile telecoms industry and / or finance, and / or with
    expertise in marketing, product development, distribution management
  • Able to quickly grasp new concepts and ideas
    (given the level of innovation among our portfolio of grantees and the
    wider industry)
  • Genuinely interested in both the commercial
    and social benefits that are presented by mobile money
  • Excellent communicator, able to express
    complex technical, commercial or regulatory issues in plain language,
    without losing the important points
  • Good writing skills, to write blog posts or
    contribute to MMU research papers
  • Experience of working in emerging markets
  • Excellent cultural awareness and a desire to
    work with teams around the world
  • A self-starter, highly motivated to develop
    the programme and drive it through to completion
  • A team player, being able to effectively
    connect together a wide group of internal GSMA interests and resources, to
    support their work
  • Excellent relationship management skills at an
    executive level
  • Willingness to travel internationally
  • Mobile money experience highly desirable
  • Language skills are a significant advantage,
    particularly French or Spanish
