RESOURCE SPECIALIST

JOB OVERVIEW
To provide a broad range of technical evaluation and advisory services to
Treaty 3 Communities on a variety of environmental, natural resources, and
related issues—including but not limited to mining, forestry, energy, and
watershed planning & protection—in the Treaty 3
Territory. The position
will also be responsible for providing geographic information systems (GIS)
services to fit the needs of our Members in areas such as the mapping of sites
of Anishinaabe cultural significance.
ACCOUNTABILITIES
• Provides technical advisory services as an environmental specialist to
support decision making at in the Territorial Planning Unit.
• Provides services throughout the Treaty 3 Territory as a technical advisor,
which includes providing strategic advice and training to Treaty 3 Communities
to promote awareness and build capacity on various environmental, natural
resources, and similar issues occurring in the Treaty 3 Territory.
• Conducts structured analysis of environmental, natural resource, or related
issues and prepares comprehensive technical reports or briefing notes.
• Reviews and evaluates applications, supporting documents, and other materials
(e.g. ESAs, project descriptions, closure plans, etc.) submitted to provincial
and federal regulatory authorities.
• Conducts detailed analysis of more specialized aspects of an application or
proposal which require significant in-depth study prior to a statutory decision
(e.g. First Nations consultation and accommodation).
• Builds and maintains relationships with Treaty 3 communities and other
organizations to stimulate information sharing.
• Meets with Treaty 3 Communities to gain an understanding of local issues and
enhance working relationships with each community.
• Organizes and attends meetings to present general information to Treaty 3
Communities and acts as general point of contact for TPU on all environmental,
natural resources, or related issues.
• Conducts data gathering, investigation, and technical evaluation using
advanced software and database tools, as appropriate.
• Represents Grand Council Treaty 3 at meetings, workshops, and conferences
specific to activities outlined in the Wiitanokiindowin Policy Working Table
work plan and/or as directed by an immediate supervisor.
• Assist in the implementation, monitoring, evaluation, and reporting on all
TPU activities in accordance with funding agreements, identified work plans,
and organizational plans and priorities.
JOB REQUIREMENTS
• Relevant post-secondary education and experience in environmental studies,
forestry, fish & wildlife studies, natural resource management, or similar
field.
• Excellent written and verbal communication skills.
• Excellent analytical and data management skills (including skills related to
development of spreadsheets and data entry to large complex systems).
• Ability to establish and maintain effective and respectful working
relationships with GCT3 staff, Treaty 3 First Nations, federal or provincial
ministerial staff, and the public.
• Ability to work independently and manage workloads, set priorities, meet
deadlines, work under pressure, and adjust to change.
• Must possess or obtain a valid Ontario drivers license (equivalent to Class
G).
Preference will be given to those applicants with:
• Strong computer skills and proven experience using geographic information
systems, statistical software, and/or information management systems.
• Experience communicating and building relationships with partners in the
resource development sector (e.g. mining, forestry, energy).
SALARY: Commensurate with qualifications and experience.
