About US:
Actions for Community Development (ACODEV) is
a non-governmental organization, registered with the Uganda Ministry of
Internal Affairs under the National NGO Board. Since formation, ACODEV has
worked to empower and transform communities to challenge social issues, access
health, social and other development services. With a national office in
Kampala and a field office for Rwenzori Region based in Kasese District and
coalition partnerships in Northern Uganda and Karamoja region, ACODEV’s current
geographical reach is twenty-eight districts. ACODEV focuses its work in 5 key
areas:
  • Research and
    Learning: ACODEV initiates, conducts and disseminates findings of
    participatory community studies, research, assessments and evaluations on
    issues pertaining to all its program areas.
  • Raising Awareness:
    ACODEV raises community awareness and enlightenment on issues pertaining
    to all its program areas for increasing demand for services.
  • Capacity
    Building: ACODEV builds communities’ capacity to take self-owned actions and
    ably utilize and sustain community support structures and systems relevant
    to all its program areas.
  • Advocacy and
    Community Activism: ACODEV supports effective and participatory advocacy
    and community activism work in all its program areas.
  • Networking and
    Collaboration: ACODEV promotes networking with relevant government sectors
    and other developmental actors in strengthening effective implementation
    and support for all.
Job Summary: The Monitoring, Evaluation, Accountability, and Learning
fellow will contribute to ACODEV’s Monitoring, Evaluation, Accountability and
Learning (MEAL) framework by developing data collection methods and monitoring
systems to track and improve the relevance, quality and impact of ACODEV’s
programs. Mentored by the M&E Specialist and Program technical teams, the
MEAL Officer’s focus is to collect, analyze and give objective feedback on the
information generated from the data using quantitative and qualitative
assessment tools. Based in Kasese, the incumbent will work with program
managers, field officers and if need be, ACODEV partners, to plan regular
monitoring activities across projects sites, and to communicate feedback and
findings.
Key Duties and Responsibilities: 
1. Monitoring and Evaluation:
  • Prepare a data
    collection plan and lead on all field data collection exercises, data
    management and analysis
  • Ensure
    completeness of field data and effectiveness of data management system,
    with particular focus at both organization- and partner-level
  • Work in liaison
    with the M&E Specialist to compile and review program reports and
    ensure accurate, timely and user-friendly aggregate data to inform project
    review, planning , decision making, reporting, evaluation, and fund
    mobilization
  • Carry out field
    follow up to enhance data quality, onsite data verification, and spot
    checks from the organization’s various programs
  • Train regional
    field staff through mentoring and coaching to improve data entry, data
    analysis and use and the overall M&E systems for program quality
  • Document success
    stories and case studies generated from relevant projects in the western
    region for further analysis and publication
  • Support the
    project team in strengthening accountability mechanisms at project level
2. Learning:
  • Proactively
    identify ways to elicit and respond to feedback generated from qualitative
    and quantitative data
  • Share feedback
    and monitoring findings with ACODEV M&E Specialist and other program
    teams
  • Support efforts
    to ensure that lessons learned, best practices and all feedback from
    programs beneficiaries is regularly shared with ACODEV teams
  • Compile and
    analyze information collected through monitoring tools
  • Validate
    findings and provide feedback for improving assessment activities
  • Send clear and
    quality reports that demonstrate accountability and learning
Qualifications, Skills and Experience: 
  • The GHC fellow
    should hold a Master’s Degree in Social Sciences, Development Studies,
    Statistics, or related field
  • Three or more
    years’ work experience with development projects including monitoring,
    evaluation, accountability and learning skills
  • Significant
    experience and/or understanding of monitoring, evaluation, accountability
    and learning
  • Significant
    experience working in a multicultural team
  • Excellent
    organization and coordination skills
  • Strong
    commitment to gender equality and social justice
  • Excellent
    communication and interpersonal skills
  • Proven knowledge
    of computerized systems; high degree of computer literacy
  • Proven ability
    to train and mentor others
  • Exhibit
    commitment to the aims and objectives of ACODEV
  • Good sense of
    humor
Job Terms and Conditions: Fellows will be provided with housing, health insurance
and a living stipend of $550/month. Additionally, fellows will receive an award
of $1500 upon successful completion of the fellowship year. Flights to and from
the placement site and all other costs associated with GHC programming are
included, including $600 in professional development funds. Housing will be
arranged in Kasese.
Note: The
living stipend and completion award may be paid out in USD or local currency,
as determined by the placement organization.
