The Global Green Growth Institute
(GGGI) is a new international organization committed to strong, inclusive green
growth. We assist developing and emerging countries with integrating their
ambitions for strong economic performance and environmental sustainability with
the goal of bringing about poverty reduction, job creation, social inclusion,
and climate change mitigation and adaptation.
Headquartered in Seoul, GGGI was
established by treaty in June 2012 at the United Nations Rio+20 Conference by
an initial group of eighteen nations who share the organization’s vision. As of
2014, there are total of 22 Member Countries who joined the organization.
GGGI has a diverse portfolio of
programs in developing countries around the world. These in-country programs,
together with global products and services, focus on delivering results through
an integrated approach of evidence-based green growth planning and
implementation aligned to countries’ development priorities. The organization
also focuses on knowledge development and management activities which build a
strong theoretical and empirical basis for green growth, while providing
concrete options and guidance for policymakers; as well as building the
conditions for public and private green infrastructure investments.
Current Rwanda Country Program
supports the Government in implementing the Second Economic Development and
Poverty Reduction Strategy (EDPRS2) (2013-2018), particularly to promote
designated “secondary cities” as poles of growth (Priority Area 4)
and incorporating a green economy approach to economic transformation (Priority
Area 5).
Post holders will join GGGI
Country Team in Kigali as a part of strategic and technical members of the
Team. They will participate in developing a National Roadmap, Green City
Investment Strategy and bankable projects, in close collaboration with other
team members, government officials, international and Rwandan development
partners from public and private sectors.
JOB DESCRIPTION
- Review existing green growth and green urbanization
related documents and plans, and undertake analyses to advise on how green
growth aspects can be mainstreamed into Rwanda’s urban planning and urban
economic development in an environmentally and socially sustainable manner; - Provide technical inputs and guidance to prioritize key
urban infrastructures in secondary cities and to formulate the National
Roadmap and an investment strategy for green urbanization of secondary
cities; - Provide technical inputs and guidance to analyze the
inter-linkages of spatial and economic visions of Rwandan secondary cities
and to ensure integrated planning and development management at national
and district levels; - Conduct needs assessment of different
ministries/agencies in green urbanization and urban economic development
within the framework of the National Roadmap and the Investment Strategy
of secondary cities; - Support capacity development trainings of
ministries/local governments/civil society organizations and private
sector entities; - Support partnerships with international development
partners, local governments, civil society organizations and private
sector entities; and - Develop project related internal and external documents
as required
QUALIFICATIONS
- At least a Master’s degree in urban/regional planning,
geography, economics, environment, engineering, or other related field. - Minimum of eight years of relevant experience in
designing and/or providing advisory services on the elaboration of a
(national) strategy/policy related to green urbanization, climate change
and green growth, or infrastructure development - Expertise in Africa and developing countries. Prior
experience working in Rwanda will be a plus. - Experience in training and capacity building activities
and/or applying research to policy decision-making will be a plus. - Efficient communication ability and proven experience in
transferring skills and knowledge - Proficient written and spoken English is required, and
fluency in Kinyarwanda or French will be a plus.
