DEVELOPMENT OF OPERATIONAL PROCEDURES FOR ENGAGING GIRLS IN GIRL HUB RWANDA´S
WORK EMPLOYMENT

TERMS OF REFERENCE
Consultant 1: To develop operational procedures for engaging girls in Girl Hub
Rwanda´s work.
Reporting line: Girl Centered Practice and Strategy Manager, Girl Hub Rwanda
Duration of Consultancy: 1 month

BACKGROUND
Girl Hub in strategic collaboration between Nike Foundation and DFID to bring
the girl effect to scale. Investing in girls stops poverty before it starts:
that´s the girl effect. Girl Hub fuses Nike Foundation´s expertise in
adolescent girls, private sector approach, and creative development with DFID’s
expertise programming at scale, relationships with government and development
partners, and monitoring and learning. Founded in 2010, Girl Hub Rwanda is one
of four Girl Hubs around the world, with Girl Hubs also in London, Ethiopia,
and Nigeria. Girl Hub works through communications, investments in innovation,
and influence to catalyse the girl effect and enable and inspire Rwandan girls
to fulfil their potential.

Girl Hub Rwanda is building evidence, catalysing partnerships and using
innovative communications platforms to reposition girls in society and unleash
‘the girl effect´ – the power of investing in adolescent girls to break the cycle
of intergenerational poverty.  Girl Hub Rwanda has been established to
take the girl effect to scale – working in country and with scale partners
including government & donor programs, as well as alliances of stakeholders
working for girls.

Girl Hub Rwanda (GHR) reaches girls in a variety of ways.

The main work streams are
currently:

• Ni Nyampinga is Rwanda´s first teen brand, taking form in a weekly radio show
and quarterly magazine that target adolescent girls of 10- 19 years.
• 12+: a Ministry of Health led program working with implementing agencies that
targets 10-12 year old girls before they hit puberty with skill building,
mentorship and safe spaces.
• Economic Opportunities, a new program under development which aims to develop
innovative economic empowerment interventions for adolescent girls,
• The Girl Research Unit that is training young women in qualitative research,
allowing them to conduct workshops and in-depth interviews with minimum
supervision. In the process of training girls GHR is developing a Girl Research
toolkit potentially to be used by all Girl Hub offices and their partners
A distinctive feature of Girl Hub is the involvement of girls themselves in
designing, planning and implementing the programs.  This consultancy study
will therefore need to include consultation with girls.

GIRL HUB RWANDA GIRLS´
ENGAGEMENT STRATEGY:

Girl Hub Rwanda is developing a “Girls Engagement Strategy” which will cover
why and how Girl Hub Rwanda engages girls directly. Part of the strategy will
also provide guidelines for Girl Hub teams, and external partners, and set
minimum standards on working with girls, to ensure their meaningful engagement
and their safety.

OBJECTIVE OF THE ASSIGNMENT:
The objective of the assignment is to develop a set of operational procedures,
based on global and national best practice, for Girl Hub Rwanda staff and
partners to follow when engaging girls. It will cover all aspects of GHR work
with girls directly, and/or with partner organizations.  The guidelines
will provide a systematic process that GHR and its partners can follow when
engaging girls in their day-to-day work.

ORGANISATIONAL RELATIONSHIPS:

The consultant will be responsible in overall terms to Girl Hub Rwanda and
managed by the Girl Centered Practice and Strategy Manager.

SCOPE OF WORK:
Develop operational procedures and guidelines for engaging girls in Girl Hub
Rwanda´s work. The guidelines should cover all aspects of working with girls
including:
• Criteria and guidelines for selection and recruitment of girls who work with
GHR to deliver programs for Adolescent girls, (e.g. Ni Nyampinga journalists,
researchers, ambassadors);
• Graduation of girls who have worked with GHR;
• Compensation, motivation, rewards and incentives for girls who work with GHR
;
• Administrative logistics involved in working with girls
• Engaging girls through partners
• Parents or guardians consent for girls working with GHR.
• These Guidelines developed should be in compliance with Girl Hub´s Girl
Safeguarding Policy, Girl Hub Travel and Entertainments Policy, Rwandan Child
Protection Law and the Rwandan law. The guidelines should clearly show the
Girl´s journey from recruitment to graduation phase, what she brings to GHR,
and what she benefits from GHR.
• Review the existing Girls engagement strategy outline, program reports.
• Consultation meetings with GHR staff, partners and girls to understand how
Girl Hub currently works with girls.
• Comparison with girl engagement organizations such as NGOs  and 
Girl Hub Rwanda´s closest potential partners, e.g. CARE, Plan International,
Technnoserve, Imbuto Foundation.
• Ensure that international best practice informs the draft guidelines.
• Present the draft guidelines to GHR staff and make adjustment based on the
feedback from the staff.

SPECIFIC TASKS/ACTIVITIES:
• Develop and agree with the Girl Centered Practice and Strategy Manager a work
plan
• Develop research tools
• Review available documents
• Review global best practice
• Consultations with GHR teams, girls working with GHR, and partners
• Communicate regularly with GHR according to an agreed schedule
• Workshops with GHR staff and girls to present draft Girl Engagement
Guidelines
• Incorporate feedback in the final document
• Deliver final document

DELIVERABLES:
• Selection and recruitment procedures and guidelines for girls working with
Girl Hub directly or indirectly through partners
• Administrative logistics and financial compensation guidelines
• Motivation and incentive guidelines
• Procedures to follow when travelling (national and international) with girls
• Guidelines for engaging girls through partners
• Guidelines on when and how to get parents or guardian consent
• Procedures and guidelines for graduating girls from GHR programs.
• Guidelines for engaging girls in workshops
• Girl Engagement Manual setting out all the above operational guidelines /
procedures for engaging girls

Qualifications and Experience
required

• Degree in the field related to development and Gender study
• Minimum of 7 years´ experience in development and gender programming
• Demonstrable experience developing operational procedures and guidelines
• Demonstrable experience and skills in working with adolescent girls
• Familiarity with participatory methodologies
• Experience in child protection, including knowledge and understanding of
Rwandan laws governing child protection.
• Excellent spoken and writing skills both English &Kinyarwanda
• Creative thinker and problem solver.
