Rwanda Chapter started in 1997 as a chapter of the Regional Forum of African
Women Educationalists (FAWE), which is a Pan-African organization operating in
33 African countries, and having its headquarters in Nairobi. This organization
was created in 1992 with the purpose of providing education for girls and young
women who for long had been marginaliz

ed in the education system in African
countries. FAWE Rwanda Chapter was initiated by a group of visionary women who,
in the aftermath of the genocide that had just devastated the country, believed
that girls’ and women’s education was a key factor for Rwanda healing and its
long- term socio-economic development. Since its inception, FAWE Rwanda Chapter
has grown to become a key partner of the Ministry of Education and a focal
point on girls’ education in Rwanda.

Position
Summary
Reporting
directly to the National Coordinator, the Finance and Administration Officer is
responsible for providing leadership, direction and day to day management of
the finance, and administration functions for the organization.
The
Finance and Administration role will be to focus on planning, implementing and
managing the finance and administration plans, and effectively supervise the
staff attached to the Finance and Administration Unit.
Roles
and responsibilities
The
Finance and Administration Officer will play a key role in the following areas:
Finance, Planning and Budgeting, Human Resources, and Administration.
Financial
Management
  • Prepare,
    Analyze, maintain proper accounting and financial reports in an accurate
    and timely manner; clearly communicate monthly, quarterly and annual
    financial statements; collates financial reporting materials for all
    donors, and oversee all financial, project/program specific accounting.
  • Coordinate
    and lead the annual audit process; liaise with external auditors and the
    Executive Committee Audit Committee; implement the recommendations from
    audits.
  • Oversee
    and lead annual budgeting and planning process in conjunction with the
    Senior Management Team; administer and review all financial plans and
    budgets; monitor progress and changes and keep the leadership team abreast
    of the organization financial status.
  • Manage
    the organizational cash flow and forecasting.
  • Update
    and implement all necessary business policies and accounting practices;
    guide the improvement of Finance overall policy and procedure manual.
  • Ensurethat
    staff spend in line with budget limitations and satisfactorily account for
    any money spent.
  • Monitor
    control systems and ensure that donor funds go to the right beneficiaries
    as selected by FAWE Rwanda.
Human
Resources Management
  • Oversee
    the human resources function including orientation, payroll, benefits,
    ensuring policies and operational procedures are compliant with
    legislative requirements, and using human resources “best practices” in
    creating a supportive and equitable working environment.
  • Ensure
    that recruiting processes are consistent and streamlined to the human
    resources policy and regulations
  • Establish
    and manage a comprehensive training program to educate employees regarding
    staff resources, policies and procedures.
  • Oversee
    administrative functions as well as facilities to ensure efficient and
    consistent operations.
Qualifications
  • Minimum
    of a Bachelor’s degree in Business and Administration, ideally an MBA or
    another related degree;
  • Professional
    Qualification i.e CPA, ACCA is an added advantage;
  • At
    least 5 years of broad financial and management experience;
  • A
    good command of accounting softwares(such as SAGE Evolution);
  • Collaborate
    effectively with colleagues in programsto enhance their understanding
    offinancial concepts;
  • A
    track record in grants management under a Local or International
    Non-Government Organization;
  • Result-oriented
    and attentive to detail;
  • Highly
    organized and able to meet deadlines;
  • Commitment
    to professionalism and work ethics;
  • Excellent
    communication and relationship building skills;
  • Personal
    qualities of integrity, credibility, and commitment to the mission of FAWE
    Rwanda.
