r a Consultancy for the Development of the CASSOA Second Five Year Strategic
Plan (2015-2020).
The Agency invites eligible consulting
firms resident in East Africa to send proposals for providing these services.
The scope of service shall include but not be limited to the following:

The scope of service shall include but not be limited to the following:
- (a) Carry out an
end term review of the CASSOA First five (5) year strategic plan (2010-2015)
in consultation with management and the Board of Directors of the Agency.
- (b) Establish the
current situation of safety and security oversight in the Region by
carrying out an environmental scan, conducting surveys, benchmarking, and
interviews with CASSOA stakeholders and using other acceptable methods.
- (c) Review the
Strategic plans of the EAC Partner States Civil Aviation Authorities, the
EAC 4′ Development Strategy, the Protocol on the establishment of CASSOA
and other relevant regional and international documentation on aviation
safety and security oversight.
- (d) Review the current
CASSOA institutional arrangement and functionality including the
organisation structure and carry out a job/functional analysis to
establish the human resource requirements
- (e) Develop the first
draft Strategic Plan that clearly identifies strategic direction,
priorities, result areas, objectives, activities, key performance
indicators, annual operational plans and monitoring & evaluation
mechanisms.
- (f) Study
and review the current funding mechanisms, carry out development
partner/donor mapping to identify funding sources for the activities in
the proposed plan.
- (g) Present the
first draft Strategic Plan to a stakeholders’ consultation workshop.
- (h) Taking into
consideration the stakeholders input and comments, develop a second draft
Strategic Plan. Present the second draft Strategic Plan to the Technical
Committees and the Board of Directors for consideration and further input.
- (i) Present
a final draft strategic plan document for approval by the Board of
Directors.

Procurement of the services will be done
through competitive bidding in accordance with the EAC -CASSOA procurement
procedures. Each bid should be accompanied by a nonrefundable tender fee of
US$50 payable in cash.
