About DGF:
Eight of Uganda’s International Development Partners
(Austria, Denmark, EU, Ireland, Netherlands, Norway, Sweden and the UK)
established the Democratic Governance Facility (DGF) which provides

harmonized
and coordinated support to state and non-state partners in Uganda within the
following three components:

  • Deepening Democracy Component,
  • Rights, Justice and Peace Component and
  • Voice and Accountability Component.
The DGF Programme Management Unit (DGF-PMU) is
responsible for the management and implementation of the programme components
as agreed by the DGF-Steering Committee while observing the DGF Board’s
strategic direction. In addition to the Head of Programme (HoP), the PMU has a
Finance and Administration Department, a Results and Communication Unit and
three DGF component teams, consisting of a Component Manager (CM) supported by
a small team of program and project officers.
Job Summary: The Results
and Communication Manager (RCM) steers the Results and Communications Unit and
is responsible for the accomplishment of its mandate, supporting the HoP,
Component Teams and DGF Partners in the areas of M&E, Communication,
Knowledge Management and Learning. At the head of the ‘Results and
Communications Unit’, the RCM will lead DGF’s work in monitoring and evaluation,
documentation and communication of results, and partner learning and capacity
development.
Key Duties and Responsibilities:
1. Monitoring and Evaluation:
  • Manage and direct the development of DGF’s M+E
    strategy contained in the DGF’s (bi) annual workplan and budget.
  • Ensure that DGF-supported projects and specific
    DGF interventions (legal assistance, civic education, gender
    mainstreaming, local accountability, etc.) develop and use appropriate
    M&E frameworks to track their progress and document their results.
  • Ensure the methodological soundness and quality
    of external project mid-term reviews and end of project evaluations
    commissioned by the DGF.
  • Ensure that comprehensive external evaluations of
    key DGF interventions (civic education, local accountability etc) are
    carried out in a methodologically sound and timely manner
  • Manage the tracking of DGF’s achievements in
    relation to log-frame indicators, milestones and targets
  • Manage the process of designing, conducting and
    analysing DGF’s endline survey.
2. Documentation and Communication of Results:
  • Ensure that partner reporting effectively
    provides relevant information about results achieved.
  • Guide and assist the process of analysing and
    aggregating partner contributions towards DGF programme level objectives.
  • Ensure that implementing partners receive the
    necessary technical support to improve reporting and communication of
    results.
  • Oversee the production of DGF’s
    internal/technical and external reports.
  • Ensure that DGF’s achievements and impact are communicated
    effectively to stakeholders and the general public (website, annual
    reports, quarterly newsletters etc).
3. Learning and Capacity Development:
  • Ensure that reflection and learning forums among
    DGF partners, both thematic (civic education, legal aid etc) and
    geographically-based (regional synergy workshops) are held regularly, have
    clear objectives and fulfill their purpose.
  • Ensure that knowledge gained from DGF programming
    (‘lessons learned’, good practices etc) are adequately documented and
    shared
  • Oversee the development, implementation and
    review of DGF’s capacity building strategy for partner organizations.
  • Ensure that DGF staff have adequate competence to
    provide quality M&E support to partners, and that the skill set and knowledge
    base of DGF partners (M+E officers and programme staff) in results-based
    management and evaluation is enhanced.
4. Management of the RCU:
  • Steer and motivate the RCU staff. Agree on
    performance targets for staff members and review performance.
  • Offer quality assurance for RCU outputs.
  • Carry out planning, budgeting and reporting for
    the RCU. Provide input to the development of annual work plans and budgets
    of the DGF.
  • Monitor RCU achievements against the agreed work
    plan
  • Significantly contribute to the overall
    management of the DGF through participation in the Senior Management Team.
Qualifications, Skills and Experience:
  • The candidate should hold a Masters’ degree in
    areas such as development studies, non-for-profit management, project
    management and administration from a recognized University.
  • A minimum of ten years’ professional experience
    in the management of development programmes and projects in the realm of
    democratic governance, with specific experience in Monitoring and
    evaluation, and assessment of program results;
  • Exceptional technical skills and experience in
    the area of Monitoring and Evaluation is a pre-requisite for this
    position.
  • A talent for, and documented experience in
    assessing, documenting and communicating results of development efforts
    will also be a distinct advantage.
  • Communication and knowledge management and;
    Organisational capacity development
  • Superior technical skills in Monitoring and
    Evaluation (M&E);
  • Excellent proven track record in report writing
    and documentation;
  • Excellent track record of having achieved results
    in organisational capacity development
  • Excellent communication skills and capacity to
    build effective professional relationships;
  • Strong human resource management and team
    building skills;
  • Possess the ability to contextualise and
    summarise key messages for effective communication to different audiences;
  • Good working knowledge of the issues in NGO
    management, civil society and program management in general;
  • High level of IT skills and experience with
    desk-top publishing.
  • Fluency in English and attention to detail in
    grammar and use of language;
  • Capacity to work under pressure, with a high
    level of self-motivation;
  • A good knowledge of current discussions and
    debate in academia and elsewhere on relevant democratic governance issues
    in Africa is an advantage.
