OF REFERENCE
 (TOR)
to recruit Field Research Enumerators for Gikuriro Beneficiary Assessment
                                                                                                                                                                                                                                                                         
Purpose
The
purpose of these Terms of Reference (TOR) is to recruit Field Research
Enumerator’s who will carry out data collection for CRS-Rwanda Gikuriro Program
Annual Beneficiary assessment.This document will provide the background and
objectives of the assessment and the responsibilities o

f enumerators.

Background
Gikuriro
is implemented through a consortium of two International Agencies; Catholic
Relief Services – USCCB (CRS) who is the prime and SNV, the Netherlands
Development Organization a sub recipient. INWA works through decentralized
Government of Rwanda (GoR) systems and structures and local civil society
organizations (LCSOs) in the eight targeted districts. CRS and SNV pool
significant technical expertise and capacity strengthening experience in the
four key areas to catalyze results of existing actors: nutrition (CRS), hygiene
and sanitation (SNV), capacity strengthening (CRS and SNV) and BCC (CRS and
SNV).
Gikuriro
embodies CRS and SNV’s programmatic and operational approach to improve the
nutritional status of women of reproductive age and children under five,
especially in the first 1,000 days of life. Nutrition and WASH are inextricably
interlinked; poor sanitation and hygiene practices increase the risk of
diseases that can contribute to malnutrition. Children with diarrhea eat less
and are less able to absorb the nutrients from their food.
The
program therefore, intends to conduct targeted assessment on its beneficiaries.
This will be conducted using a light questionnaire and indicator load with
Statistical representative samples at district level.
This
assessment will only be targeted on 5 districts. These districts include:
Nyabihu, Kicukiro, Nyarugenge, Kayonza and Ngoma. The purpose of this study is
to conduct a targeted beneficiary assessment with light questionnaire to
support internal program needs.
It
is against this background that Women Investment Fund (WIF) in
collaboration with CRS would like to recruit  5 local enumerators
who will carry out data collection in Nyarugenge district  on August 2017.

Overall
Responsibilities:
The
enumerator will be responsible for carrying out quantitative data collection
using electronic devices at thehousehold level (House hold survey). enumerator
will have an important task of delivering first-hand information from the
community.
He
or she, working under the guidance of the field supervisor will thus be
required to ascertain the accuracy information being collected.
Further,
this nature of assignment requires that the enumerator is consistent across
tables and that all tables and data sheets in the survey are adequately
completed.
Enumerators
must check over surveys upon completion and sign the survey verifying the
accuracy of the survey.
Specific
responsibilities and Tasks of the enumerator:
  • Conduct
    test trials before the commencement of the actual house hold survey
  • Study
    and understand all instruction included in the enumerators guide and
    provided through the preceding training
  • Coordinate
    with the supervisor on how to carry out the survey and to report daily
    work done;
  • Introduce
    yourself, explaining who you are and for who you are working in a manner
    that facilitates the participation of individuals in the survey;
  • Accurately
    capture and record data from the household surveys using a tablet
  • Double
    check and revise the survey at the end of the survey in order to correct
    mistakes and sign off on completed surveys as verification of the accuracy
    of the survey.
  • Ensure
    adherence to the Code of Conduct for Enumerators.
Reporting
Arrangements:
 The
Enumerator will report to the Field supervisor Commencement period Orientation
Session, pilot survey and Field data collection   2nd—3rd
weeks of August 2017
Qualifications
and experience 
  • Knowledge
    of Nutrition, Environmental Health and public health is a requirement
  • Previous
    experience conducting surveys (required)
  • Experience
    in using smart phone or tablets (Android)
  • Reside
    within their region of choice (required)
  • Strong
    observation and communication capabilities Ability to work well both
    independently and in a team
  • Bachelor’s
    degree in environmental science, psychology, sociology, statistics,
    education, health, or other relevant discipline or Student in the last
    years of University education
  • Ability
    to read and write
  • Fluent
    in Kinyarwanda and English
  • Competencies
    in community mobilization and facilitation/training and good understanding
    of rural livelihoods
  • Competencies
    in using ICT4D devices
