Project Description The anticipated five-year project
will improve upon and implement the Mission’s monitoring and evaluation
(M&E) system based on the Agency’s guidance, policies, and Mission order
requirements. It will include participatory methodologies that will engage
program stakeholders, especially programs implementing partners, Contracting
Officer Representatives (CORs) and Assistance Office Representatives (AOR), in
the ongoing implementation of the M&E system. The project will also include

Roles & Responsibilities
• Implements project strategy and activities to
achieve agreed upon milestones on time and in accordance with project budget; •
Directly supervises long-term project staff and short-term technical
consultants to ensure coordination and optimize project results; • Serves as
the main point of contact between all key project stakeholders, including but
not limited to USAID, Crown Agents USA, Government of Tanzania (GoT) partner
institutions, and relevant project subcontractor representatives; • Represents
project and Crown Agents USA during international development community
outreach events and interacts professionally with senior USAID Mission and GoT
officials; and • Ensures effective and efficient performance contract
implementation through oversight of financial management, such as budgeting,
cost containment, and transparent accounting and reporting practices; activity
planning and reporting, comprising monthly, quarterly, and annual work plan
development; staff allocation and management, including troubleshooting and
resolving personnel and/or other human resource management issues; and proper
management of key stakeholder expectations.

Qualifications
• Minimum of 10 years of experience in international
development is required, including experience in the design, management, and
evaluation of multi-million dollar development projects. Experience working
with USAID projects strongly preferred. • Minimum of 5 years of experience as a
Chief of Party or Director-level role in the field, demonstrating professional
interaction with senior U.S. and foreign government officials. • Prior
experience in supervising both junior and senior-level expatriate and local
staff is required. • A graduate degree in management, international development
or a related field is required. Technical expertise in health, democracy &
governance, education, economic growth, agriculture, or natural resources is preferred.
• Fluency in English is required. Fluency in Kiswahili is preferred.
