preventing and responding to child labor
  1. Background
Children’s
Voice Today CVT wants to conduct a capacity building for grassroots group
members and community workforce on child rights and their participation on
preventing and responding to child labor, from its operational ar

eas Muhanga
and Ruhango.

Children’s
Voice Today ( CVT- Rwanda ) is a Non Government child-led Organization that was
set up in 2001 to provide an opportunity for children to increase their
involvement in issues that affect them and consequently bring about changes in
what is generally considered a hierarchical and traditional society.
CVT
Rwanda is currently an working different Districts like Gatsibo and 
Bugesera Districts of Eastern Province , Nyarugenge and Gasabo Districts of
Kigali City , Huye and Nyaruguru  Districts of south Province, Rutsiro,
Karongi , Rusizi and  Rubavu  Districts of Western Province and
Musanze Distirct of North Province. CVT is fighting for the rights of children
and fighting against child labor, violence and exploitation with the vision
that “A child friendly society  where by children are empowered to
meaningfully participate in addressing issues affecting them and their voices
are heard ”.
CVT
head office is located in Nyamirambo , Nyarugenge District , Kigali city.
2.Proposal
Summery and Need Statement:
Since
January 2017, CVT has implemented a Project named Preventing and responding to
unsafe rural urban migration of children in Rwanda: Case of children involved
in domestic work in Kigali City, this project has made a significance progress
in terms of strengthening preventive and responsive mechanisms to Child labour
and family separation as well as responding to issues affecting children
engaged in Child Labour.
The
project achievements include but not limited to;
  • Capacity
    Building for Community Child Protection workforce on Case Management.
  • Provisions
    of Life skills Training to Identified Children engaged in Domestic work in
    Kigali City.
  • Family
    Tracing and family Reunification.
  • Referral
    of Cases to specialised services. Etc.
However,
some gaps have been identified including low/passive participation of Children
in the implementation of the project. In this case Children were considered as
Project beneficiaries but rather should have been Project owners.
This
capacity building therefore, comes to provide Children with an in-depth skills
and knowledge on Child Rights with much Emphasis on their role to Prevent and
respond to Child Labour in their communities.
To
achieve this, CVT will hire an experienced Consultant with maximum skills and
knowledge to facilitate Trainings for children and local community members to
ensure that the project goal is full achieved.   
3.Specific
objectives of Training
This
proposal has the principal objective of enhancing the Knowledge of members of
Children’s Grass root Groups and Local Community Child Protection Workforce
(IZU) on Child Rights as well as Preventions and Response to Child Labor but in
particular, the exercise will focus on the following:
  • Training
    of 60 Children from 2 districts (Ruhango and Muhanga) and 40 members of
    Local Community Child Protection Work Force on Children’s Rights of the
    same Districts.
  • To
    increase Children’s awareness on their legal rights.
  • To
    improve Children’s knowledge on Forms of Child Labour, its extent and
    consequences.
  • To
    empower Children with information on how and where to report a Child
    Labour Case, If identified.
  • Developing
    a training hand-out to be used by Trained Children while conducting the
    same trainings to their entire members of the Grass Root Groups.
4.Training
Justification:
This
training aims at increasing Children’s capacity on their Rights as well to
provide them with knowledge and skills to prevent and respond to Child Labour
through grass root group activities as a tool for campaigning against violation
of Children’s Rights.
5.Target
Population/ Project Beneficiaries:
This
project will directly benefit 60 children aged 8-17 years from Grass Root
Groups and 30 Members of Local Community Workforce and 10 local leaders from
Ruhango and Muhanga, but will also indirectly benefit all the Children
belonging in the Grass Root Groups as well as other Local Community Child
Protection Workforce members in the above mentioned Districts, since this is a
Training of Trainers, the skills will definitely reach to the rest members of
grass root Groups and Community Child Protection Workforce.
6.Expected
outcomes
We
expect the following results from these Trainings, namely:
  • Increased
    Children’s awareness on their legal rights.
  • Children
    take a more active role in preventing and responding to Child rights
    Violation
  • Children
    have more positive image and self-worth and ready to protect their rights.
  • Children
    are more informed on how and where to report a child violation case.
7.Target
groups and population
This
project will directly benefit 60 children aged 8-17 years from Grass Root
Groups and 30 Members of Local Community Workforce and 10 local leaders from
Ruhango and Muhanga, but will also indirectly benefit all the Children
belonging in the Grass Root Groups as well as other Local Community Child
Protection Workforce members in the above mentioned Districts, since this is a
Training of Trainers, the skills will definitely reach to the rest members of
grass root Groups and Community Child Protection Workforce.
8.Duration
of the training
The
trainings will be conducted in 6 days, covering 3 days in each of the two
districts. 
9.Risk
and Success Factors
  1. Risk
    Factors:
The
project realization risky factor is the slow pace of community change of
attitude about Children’s rights as human rights.
Another
risky factor is that some forms of Child Labour  do not have legal
provisions and this is frustrating for someone after knowing her/his 
rights only to find its not covered by law. It should however be noted that
changing attitudes is a process and preventing Child Labour requires a
multi-sectorial approach by different partners.
10.Success
Factors
The
project success factors include:
  • Existence
    of Community Child Protection Workforce already involved in Child Labour
    prevention and response.
  • Availability
    of Children’s Grass Root Groups established to promote Children’s Rights
    in the Community.
  • The
    existence of supportive policies and legal framework for promotion of
    Children’s Rights.
  • The
    existence of CVT Systems for supporting and strengthening the Children’s
    Grass Root Activities.
11.Project
Sustainability
The
training of Children on their legal rights is an assured way for Children to
campaign against Child Rights violence and report cases of Child Rights
violence having known their rights. The existence of Children’s Grass Root
Groups and Community Child Protection Work Force guarantees a hope on Continues
effort on Prevention and Response to Violation of Children’s Rights.  The
implementation of a plan of action to be developed after the training would get
support from the local leadership since preventing and responding to Child
Rights violation is one of their performance rates. Promotion of Grass Root
activities to all children at community level is also one of the components for
social development. The project implementation therefore fits well within the
national development vision and has high level of political support.
12.Assumptions:
  • CVT
    will identify trainees and release them for training on the agreed times.
  • CVT
    will make available rooms for training and all needed Materials.
  • CVT
    will be Responsible for Transport, PerDiem and Accommodation for Trainees
    where necessary.
  • Consultant
    will be Responsible for Preparing and Delivering Training Materials.
  • Consultant
    will be Responsible for Development of Training Hand-Outs to be
    distributed to Trainees after Training.
  • Consultant
    will be Responsible for generating and dissemination of the Training
    Report. 
13.
Methodology
  • Blackboard
    or whiteboard.
  • Overhead
    projector.
  • Video
    portions that talk about Child Rights.
  • Storytelling:
    since, the training participants are Children; storytelling will be the
    most suitable technic to attract their full attention.
  • Group
    work and Open discussions.
Note:
a Pre and Post assessment will be conducted to measure the level of knowledge
improvement.
Required
expertise for the service provider/consultant
The
l Consultant will have the following key competencies:
  • A
    Bachelor’s degree in social sciences, Economics, Sociology, political
    sciences, law or other related field from a recognized university; Masters
    preferred
  • Technical
    study skills including demonstrated knowledge and experience in
    undertaking study ;
  • Understanding
    and mastery of Child  protection and participation; 
  • Familiarity
    with child & youth labour issues in Rwanda and familiar with the work
    of
  • Excellent
    report writing skills
  • At
    least five years of experience in related field of studies
  • Fluent
    in English and Kinyarwanda
  • Experience
    in working with  grassroots groups and friends of family on
    children’s rights issues
