Connexus
is seeking a Business Development Services (BDS) Specialist for Nguriza Nshore,
an anticipated USAID-funded projects, which aims to facilitate the emergence of
a dynamic off-farm sector that can generate greater employment at a higher wage
for the broad majority of Rwandans who are currently engaged in subsistence
agriculture and other marginal economic activities. The BDS Specialist will
oversee the implementation of activities aimed at building the capacity of
business development services providers in Rwanda. Specifically, the BDS
Specialist will work to ensure quality control and appropriateness of these
activities pursuing the following objectives: 1) expand capacity of business
advisors to accurately assess risk and return; 2) increase the reach of
entrepreneurship support organizations; 3) increase the capacity of firms to
attract and use finance; 4) reduce barriers to entry for new financial
institutions and investment flows.

- Provide
technical and management support to the implementation of business
development services capacity building components of Nguriza Nshore - Conduct
assessments of current business development services, identify current
market realities and services delivery gaps - Work
closely with the Chief of Party to develop strategic approaches and work
plans that address the needs of the business development service delivery
market - Coordinate
training local BDS providers in feasibility studies, business plan
development, business modeling, fund management, report systems and
processes, as well as other identified needs - Develop
a network of BDS providers that can help to facilitate finance for
off-farm, rural micro, small and medium enterprises (MSMEs) - Oversee
activities that improve the availability and accessibility of effective
and efficient business development services, to ensure quality
Qualifications:
- Master’s
degree in business, finance, economics, or related field, and 5-7 year
relevant experience. - Experience
in programs related to off-farm activities, and especially aimed at
strengthening MSMEs - Experience
implementing entrepreneurship and enterprise development programs in
Rwanda, preferably including for USAID - Prior
experience in senior management positions, preferably for a program of
comparable complexity. - Demonstrated
ability to work collaboratively with institutional and private sector
partners and stakeholders, including the national government. - Excellent
written communication skills, including ability to produce high-quality
project reports. - Fluency
in English and Kinyarwanda required, French desired. - Must
be authorized to work in Rwanda
