Concern Worldwide Rwanda (CWR) seeks to recruit an
experienced Livelihoods Programme Manager. This position is based in Huye-
Southern Province
JOB PURPOSE:
Overall responsibility for successful implementation
and management of the Livelihoods Programme Manager in Huye, Nyaruguru and
Nyamagabe Districts

KEY RESPONSIBILITIES:

  • Overall management of the Livelihoods
    Programme
  • Lead the design, proposal, Iogframe and
    results framework development of the Livelihoods Programme in
    collaboration with POs and partners
  • Ensure programme quality is maintained and
    programme objectives are met
  • Plan and coordinate the participatory
    community based targeting of vulnerable households, selection and
    validation process
  • Manage the administrative aspect of the
    monthly cash transfer process
  • Ensure programme approaches promote
    accountability, participation and empowerment of communities and programme
    beneficiary households
  • Ensure that HIV and AIDS is adequately
    mainstreamed within the programme.
  • To provide technical support and guidance on
    relevant programme implementation issues in the field to programme
    Officers and partners in the target districts or locations
  • Work with Programme Officers and partners to
    develop M&E plans and assist in the application of relevant monitoring
    tools
  • Regularly monitor and review progress against
    programme objectives and re-align activities accordingly.
  • Organize and facilitate regular planning and
    participatory program reviews, baselines, mid-term and end-line surveys
  • Ensure on-going documentation of best
    practices to feed into Livelihoods programme planning, monitoring and
    reporting
  • Managing staff and programme budget
  • Ensure that partners’ capacity gaps are
    identified and capacity building plans are in place
  • Plan and coordinate partner and staff capacity
    needs and trainings on development of productive assets, entrepreneurship,
    savings and credit
  • Writing progress reports (monthly, quarterly
    and annually) indicating outcome and impact
MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED:
  • Bachelor Degree (A0) in Social Sciences or
    related discipline
  • Minimum 3 years of working experience with
    Livelihoods programmes preferably in a similar position
  • Excellent oral and written English
    communication skills
  • Experience in programme development,
    monitoring and report writing
  • Experience in financial and staff management
  • Experience in using participatory approaches
    and tools
  • Strong Facilitation and negotiation skills
  • Demonstrable understanding of global, regional
    and country specific Livelihoods programme issues
  • Demonstrated ability to work both
    independently and as part of a team
  • Proactive and able to address problems
    independently
  • Experience of working in partnership with
    government and other NGOs
  • Aware of the EDPRS, on-going decentralization
    process, and VUP 2020
