agriculture for food and incomes, health promotion, conflict prevention and
peace resolution. CIDI with branches across the country works amongst the poor
and vulnerable communities in both rural and urban areas to improve their
livelihoods.
Job Summary: The
Senior Program Officer M&E is responsible for guiding the overall M&E
strategy and implementation of related activities within CIDI, plus providing
timely and relevant information to all stakeholders. Some critical tasks for
the M&E Officer are setting up the M&E system and ensuring it is
implemented effectively and efficiently.

Key Duties and
Responsibilities:

- Operationalize a community
based M&E system in all project activities involving communities. - Actively coordinate revision of
the project strategy with key stakeholders to ensure an updated and shared
understanding of the strategy and information needs. - Negotiate
approval for changes to the project strategy and processes with funding
agencies and partner institutions. - Ensure that an effective and
participatory M&E system is established in a decentralized manner as
is possible and would be effective. - Ensure the business of the
projects is conducted in an efficient manner by supervising and monitoring
project implementation. Ensure that timely decisions on corrective actions
are made and implemented. - Guide and supervise the
day-to-day operations of the projects, guided by the project document,
providing any necessary amendments to ensure smooth performance. - Ensure that all contractual
obligations are adhered to and make the necessary contacts and efforts to
ensure implementation meets project targets. - Regularly appraise staff and
provide feedback and support to enable them to do their jobs better. - Compile and send the required
analytical reports on progress – including indications of planned actions
and financial statements – on time and to the relevant bodies, with
assistance from M&E staff. - Encourage staff to report
frankly on fieldwork, highlighting problems and possible solutions plus
lessons learned. Reward innovation in critical reflection and learning. - Ensure the planning of and
participate in key reflection moments – in particular, the annual project
reviews. - Following up progress of work
plans of various activities visa vis the set targets- to ensure they are
being achieved on time. This goes with ensuring that project managers are
up to date with their project reports with donors. - Responsible for the compilation
of monitoring reports on all projects visited and a quarterly summary
monitoring report for all. These reports would include some indication of
value for money. In charge of designing the format for these reports that
shall be agreed upon with management and project managers. The design of
the reports should be geared to result oriented reporting and shall make
substantial contribution to the progress reports to our donors or
evaluation reports. - Actively communicate any
serious findings or those needing urgent action immediately to the
Executive Director even before the time of the formal report. - Take part in conducting
monitoring visits by donors/partners to the various projects and in other
lobbying and advocacy activities of the organization. - You may schedule and conduct
any monitoring review meeting/seminar/enquiry with any of the
offices/staffs of CIDI upon notification of the ED where necessary. - Actively participate in ongoing
fundraising activities of the organization through proposal and other
means that may be identified form time to time. - Be member of the CIDI
management committee - Perform any other duties as may
be assigned from time to time by CIDI Executive Director or his assignees
for furtherance of organizational goals.
Qualifications,
Skills and Experience:
Skills and Experience:
- The ideal candidate must hold a
Master’s degree in social sciences/ development studies, Statistics, or
any related discipline. Hold a Post graduate training in Monitoring &
Evaluation or Project Planning and
Management is a must. - Five or more years of
progressively responsible experience in monitoring and evaluation of
projects in reputable organizations/ NGOs is an advantage. - Detailed knowledge and
experience in managing MIS is a MUST requirement - The person must be self-driven,
innovative and able to work productively under minimum supervision and
should have good reporting skills. - Computer literacy skills (Ms.
Word, Excel, Access, Power Point etc.) and reporting skills. - Excellent writing and
presentation skills. - Working knowledge of databases
- Be a team player and good
interpersonal skills. - Personal integrity and concern
for standards. - Results oriented and concerns
for program impact. - Effective leadership,
organizational, planning and communication skills - In possession of a valid
driving permit.
