The
Clinton Health Access Initiative (CHAI) is currently operating in Rwanda
carrying out a wide range of programs to support the Ministry of Health in
improving the health status of the country by ensuring access to and quality of
health services. We are committed to increasing our effectiveness through an
innovative programming approach that optimizes quality, impact and access.
Position
Summary:
CHAI
Rwanda works in close partnership with the Ministry of Health in Rwanda and
with the Rwanda Biomedical Center (RBC), Rwanda’s premier public health
institute. Technical support is provided across various complementary program
areas, including financial analyses and corresponding subject-specific
implementation planning, strengthening financial management systems, and
developing sustainable strategies to overcome obstacles to scale-up of critical
programs.
CHAI
is currently seeking a highly motivated individual with outstanding
credentials, analytical ability, management capabilities and communication
skills to serve as a Senior Advisor, Supply Chain. This individual will be
responsible for assessing the status and performance of the Rwanda’s overall
National Supply Chain system, with a specific focus on Rwanda’s Medical
Procurement and Production Division (MPPD). The Senior Advisor will be
responsible for developing a strategy that addresses gaps in current distribution
model and further evaluates the feasibility of transitioning the MPPD from a
public to a private sector model.
The
Senior Advisor, Supply Chain will be responsible for undertaking rapid
assessments of existing supply chain systems, with a view towards evaluating
their capacity for absorption of additional products; developing detailed
implementation plans and budgets for supply chain improvements needed; and
providing technical support for the full implementation of supply chain
strengthening plans. Additional responsibilities include:
  • Develop
    a comprehensive strategy addressing identified weakness and gaps in
    current national supply chain strategy and generate approach to that will
    support MPPD in delivering the revised model:
    • Generate
      a clear analysis of the advantages and potential challenges of
      transitioning MPPD status from public to private model;
    • Assess
      the implications of the private sector transition for the various units
      (health centers, district pharmacies, production units, etc.) that
      currently constitutes the national supply chain system
  • Propose
    new structure that will help new MPPD to deliver the proposed strategy as
    private company;
  • Conduct
    an in depth analysis & develop business plan for each level of the
    national supply chain system ;
  • Conduct
    a financial analysis of the current mechanisms and any financial
    implications of the new strategies;
  • Develop
    detailed action plans and support the launch of the strategy
    implementation;
  • Develop
    detailed implementation plans for any necessary supply chain improvements;
    Provide technical support for the execution of supply chain strengthening
    plans, with responsibility for ensuring that critical components of system
    strengthening work are implemented effectively;
  • Advise
    on the implementation of technology solutions within supply chain
    strengthening plans;
  • Troubleshoot
    supply chain challenges that arise as distribution begins, providing
    technical support as needed to continually build capacity; and work
    closely with government counterparts to strengthen supply chain efforts,
    including assessments, development of recommendations, and implementing
    improvements.
    Qualifications:
  • Advanced
    degree in Business, Supply Chain, Logistics and/or relevant area of
    academic focus;
  • 15
    + years of professional experience within the area of supply chain;
  • Strong
    quantitative skills are required & prior experience in management
    consulting, operational strategy, health economics or other private sector
    experience is strongly preferred;
  • Demonstrated
    experience in procurement purchasing, management of storage and
    distribution;
  • Capacity
    to build on established systems and articulate strategies that can be
    translated into the local context;
  • Prior
    experience in implementing effective supply chain strategies which
    mitigate weaknesses and strengthen supply chain systems;
  • Professional
    experience in business strategy model development & institutional
    financial analysis;
  • Strong
    diplomatic and interpersonal skills, and ability to build strong
    professional relationships with a range of stakeholders;
  • Prior
    experience working with government stakeholders ideally within East Africa
    and politically tactful, deferential, and savvy;
  • Excellent
    command of the English language required, fluency in French and
    Kinyarwanda is strongly preferred.
