2002 by President William J. Clinton, the Clinton Health Access Initiative
(CHAI) is a global health organization committed to strengthening integrated
health systems around the world and expanding access to care and treatment for
HIV/AIDS, malaria and other illnesses. Based on the premise that business
oriented strategy can facilitate solutions to global health challenges, CHAI
acts as a catalyst to mobilize new resources and optimize the impact of these
resources to save lives, via improved organization of commodity markets and
more effective local

management. By working in association with governments and
other NGO partners, CHAI is focused on large scale impact and, to date, CHAI
has secured lower pricing agreements for treatment options in more than 70
countries. In addition, CHAI’s teams are working side-by-side with over 30
governments to tackle many of the largest barriers to effective treatment and
care.

CHAI Rwanda
is currently seeking a highly motivated, flexible individual to manage its
health financing and supply chain programs. The duration of the contract is 12
months with the potential for extension, starting in mid-July, 2014.
Candidates must
have excellent communication skills and cultural sensitivity. The candidate
will be working closely with Rwandan Ministry of Health (MoH) partners.
Candidates must be able to manage multiple tasks and people, and drive multiple

Responsibilities:
  • Manage the current scope of work, work plan,
    and budget of CHAI’s health financing and supply chain programs in Rwanda;
  • Manage a team of 4-5 senior CHAI staff
    supporting the MoH on health financing and supply chain. Areas of work
    that the candidate will manage – and to which the candidate is expected to
    give intellectual and strategic contributions – include financial and
    operational management, business development, supply chain of drugs, and
    costing and prioritization of disease-specific strategies;
  • Collaborate with the MoH and CHAI leadership
    in identifying potential new innovative areas for CHAI’s support;
  • Support the professional development of the
    team members;
  • Manage the relationship with senior government
    officials on matters related to the program;
  • Interact with CHAI Global Teams on matters
    related to the program, and engage with CHAI Rwanda leadership on
    discussions about the direction of the country program as it relates to
    CHAI’s global priorities;
  • Prepare memos for CHAI leadership on relevant
    work;
  • Participate in, and contribute to, relevant
    workshops/meetings with stakeholders and other CHAI teams;
  • Perform other tasks as necessary.
Qualifications:
  • Bachelor’s degree, preferably in business,
    economics, public health, or in a technical/analytical field, with more than
    six years of professional experience. Graduate’s degree (MBA, MPH) with
    more than four years of professional experience, a plus;
  • Capacity to adapt to new, multicultural,
    environments;
  • Demonstrated experience as a program manager,
    with experience in HR and stakeholder management;
  • Ability to delegate and deliver on multiple
    work streams in high-pressure situations with minimal supervision;
  • High degree of maturity, exceptional
    diplomatic and interpersonal skills, and ability to build relationships;
  • Strong communication skills, including the
    ability to synthesize information concisely and prepare compelling reports
    or presentations;
  • Excellent analytical skills, and prior
    experience in problem solving;
  • Good knowledge of, and prior experience in,
    financial and operational management, supply chain, business development,
    and strategy;
  • Capacity to adapt to new, multicultural,
    environments;
  • Fluency in English;
  • French and/or Kinyarwanda fluency a plus;
  • Previous experience working with government
    agencies a plus.
