BACKGROUND:
The 2012 General Population and Housing Census (PHC) is the 4th to be conducted in Rwanda after three censuses that took place in 1978, 1990 and 2002. These census helped Rwanda to gather data on demographic characteristics of the population; geographical distribution; structure per age and sex; density, characteristics of dwelling, mortality, fertility and migration movements. The government of Rwanda through its National Institute of Statistics intends to conduct the 4th census in 2012 for updating data on core demographic, social and economic indicators for formulation, implementation, monitoring and evaluation of national and international development plans and programmes.
The National Institute of Statistics of Rwanda (NISR) is faced with capacity problems in the area of census undertaking and data analysis due to insufficient staffing levels coupled with high staff turnover. Most of the professionals who were present during the 2002 census have since left the office. Therefore, there is a great need to technically support and guide the NISR to successfully prepare and conduct the 2012 census. It is against this background that a Chief Technical Adviser (CTA) is required to provide guidance during the three phases of 2012 census: pre-enumeration, enumeration and post enumeration phases; particularly on census cartography/mapping, data collection, capturing and analysis throughout the census process and contribute substantively to the effective planning, management and execution.
ORGANIZATIONAL SETTING:
The Chief Technical Adviser, Census is located of the National Institute of Statistics of Rwanda (NISR), and is under the overall guidance of the Director General of NISR and the direct supervision of the UNFPA Representative. The CTA will work in close collaboration with the Department of Demography and Social Statistics, particularly with the census unit and in collaboration with UNFPA Rwanda country office.
DUTIES AND RESPONSIBILITIES:
The overall responsibility of the CTA is to provide technical assistance to the NISR to maintain state-of-the-art scientific and internationally recognized standards throughout the process and to support national capacities in the ensuring high quality data production, analysis and dissemination.
Specifically, he/she will undertake the following tasks:
1. Advise the NISR on the planning, organization, execution and management of the 2012 PHC;
2. Coordinate the planning, organization, execution and management of the 2012 PHC;
3. Assist the NISR in establishing and operationalizing the Census structure;
4. Review the existing census technical documents including the Census Project Document and Implementation Plan, Resource Mobilization Strategy, Quality Control Plan and other documents and make the necessary amendments and revisions;
5. Assist to develop technical documents for the census: administrative guidelines, questionnaires, checklists, training manuals and procedures for enumerators, team leaders, supervisors, analysis and tabulation plans, data coding manuals and all instructions relating to electronic data processing;
6. Collaborate with census cartography/mapping staff of NISR in developing and implementing census cartography/mapping plan, and in designing maps, lists and codes of enumeration areas;
7. Collaborate with data processing staff of NISR to prepare data capture and processing plans and for their implementation in a timely manner;
8. Advise on capacity building programmes for the 2012 PHC and beyond;
9. Coordinate the planning, organization, execution and management of training activities for all personnel involved in various stages of the census undertaking;
10. Supervise the implementation of census activities including general coordination of field operations for the pilot and main censuses and the post enumeration survey (PES);
11. Assist the NISR to process data and analyze results from the pilot census, draw lessons and provide a report to guide the main census;
12. Assist in the review of the PHC and Post Enumeration Survey (PES) instruments to make all relevant technical adjustments for the successful conduct of the main census, and ensure efficient sampling for the PES;
13. Coordinate the development and implementation of PES schedule of activities, analysis of the PES data and production of reports;
14. Coordinate and participate in the preparation, publication and dissemination of the census preliminary results;
15. Coordinate and participate in the elaboration of the census administrative and management report;
16. Assist the NISR to process and analyze main census data and to produce preliminary and final results and thematic analysis reports;
17. Prepare and submit to the NISR the monthly progress report on the 2012 census activities and consolidate quarterly reports for submission to UNFPA;
18. Undertake any other tasks relevant to the 2012 census as required by the NISR.

QUALIFICATIONS AND EXPERIENCE:
• Advanced degree in demography, statistics, or related field- PhD preferable or equivalent professional experience;
• Ten years of professional experience in the field of social and demographic data collection, processing and analysis, preferably in a developing country;
• Proficiency with the design and implementation of quality control procedures for large-scale population-based data collection operations;
• Proficiency in current Microsoft Office software applications, census data processing, analysis and projection software e.g. Scanning technology software, REDATAM, CSPro, SPSS,STATA, Spectrum, RUP;
• Having a track record in pilot census sampling techniques;
• Fluency in oral and written English with a working knowledge of French;
• Communication skills especially for transfer of knowledge and skills to local counterparts
