Division (MPPD) of the Rwanda Biomedical Center as part of the ongoing USAID
Global Health Supply Chain Program – Procurement and Supply Management
(GHSC-PSM). The GHSC-PSM project is the primary vehicle through which USAID procures
and provides health commoditi
es, provides technical assistance to improve
partner countries’ management of the supply chain, and collaborates with key
international stakeholders to support global health initiatives. The senior
procurement advisor will work closely with MPPD staff to track and monitor the
receipt of health commodities at warehousing facilities and to facilitate the
payment process for warehousing management fees. We are looking for individuals
who have a passion for making a difference in the lives of people around the
world.
Responsibilities include:
- In
cooperation with MPPD, prepare an annual technical assistance work plan
and budget in accordance with the USAID/Rwanda funding and planning cycle - Provide
monthly product purchase orders as well as shipment and payment status
reports to MPPD for all commodities GHSC-PSM procures on behalf of the
Rwandan government; update MPPD on any changes to the supply plan’s
delivery schedule - Provide
MPPD with a biweekly report on expected shipments (in accordance with the
product shipment plan) to facilitate the organization of storage space and
the procurement of health commodities - Ensure
all shipments comply with remaining shelf-life requirements - Work
with Rwanda’s Ministry of Health and Suppliers to remove any rejected
goods - Oversee
the provision of technical assistance to MPPD, as outlined in the annual
GHSC-PSM work plans - Track
incoming shipments, reviewing their completeness and accuracy as well as
proof of delivery (POD) documentation; confirm the arrival of the right
quantity and quality of delivered supply chain management system
consignments - Maintain
auditable records, including approved supply plans and supporting
documentation, of all managed procured items - Perform
other tasks the technical director assigns - Facilitate
the achievement of the overall project goals
Qualifications:
- Advanced
degree in supply chain management, pharmacy, medical laboratory
technology, public health, or another related field with experience in the
field of health commodities procurement, including experience complying
with U.S. government and USAID regulations - Experience
with supply chain audits or supporting central medical stores preferred - Membership
in the Chartered Institute of Purchasing and Supplies strongly preferred - Knowledge
of procuring medical products, including medical equipment, strongly
preferred - At
least five years of experience with the procurement of health commodities,
pharmaceuticals, laboratory reagents, consumables, and supplies for
HIV/AIDS, malaria, family planning, and maternal and child health programs - Working
experience with International Commercial Terms (INCOTERMS) 2010 rules - Knowledge
of the Federal Acquisition Regulations (FAR) and experience with a U.S. government
contractor - Demonstrated
experience with contract management and vendor pre-qualification - Demonstrated
ability to build on and maintain working relationships, interacting
productively and comfortably with government agencies - Ability
to work productively in high-performing teams as well as independently to
deliver expected results - Experience
and interest in supervising and managing technical staff - Strong
customer-support skills, including responsiveness and an ability to
maintain professional working relationships at all levels of the company - Sound
judgment, training experience, and an ability to identify and resolve
policy and operational constraints - Ability
to prioritize, meets deadlines, and work on multiple tasks - Ability
to communicate effectively both orally and in writing - Excellent
organizational and presentation skills; keen attention to detail - Demonstrated
leadership, versatility, and integrity - Fluency
in English required
