of Rwanda and working in close
collaboration with the Rwanda Education Boad (REB) and the Rwandan Ministry of
Education (MINEDUC), Soma Umenye will contribute to Rwanda’s Education Sector
Strategic Plan (ESSP) and the Government of Rwanda’s national development
priority of ensuring that Rwandan primary-grade students acquire the
fundamental competency of literacy so that they can succeed in future schooling
and, later, in the modern workplace.

Umenye aims to achieve the following two goals. - To
improve reading outcomes in Kinyarwanda for at least 1 million children
(unique direct beneficiaries) in public and government-aided schools in
Rwanda by the end of P3; and - To
ensure that at least 70 percent of P1-P3 students are able to read
grade-level text with fluency and comprehension. - To
achieve the above goals, it requires close collaboration with all
education stakeholders under the technical leadership of MINEDUC and REB.

Duties and Responsibilities
Duties and Responsibilities
- Assists
the Director of Operations to ensure that Soma Umenye staff and
subcontractors follow approved policies and procedures relevant to
implementation of the Soma Umenye activity. - Supports
project team to adhere to financial, accounting, and administrative
procedures for control of funds and expenditures, including appropriate
reporting in collaboration with the Director of Operations. - Supports
the Director of Operations in all aspects of project financial tasks,
including conducting initial reviews of all payment requests to ensure all
necessary backup documentation is provided. - Maintains
ownership of the project’s inventory tracker, and conducts monthly spot
checks of all project inventory, both in the Kigali office and in field
locations, to ensure proper use of all government property. - Directly
oversees the IT coordinator, motor pool coordinator, and administrative
assistant and ensure smooth operation of all activities within those
departments. - Supports
the Director of Operations to oversee all local subcontracts, including
new subcontracts awarded through the Strategic Activities Fund (SAF), and
revises the SAF manual on an as-needed basis.
Supports
the Director of Operations to streamline monthly budgeting process, including
liaising with program assistants to ensure budget inputs are collected in a
timely manner.

for all subcontract files and maintains these files on a regular basis.

Job
Qualifications
Qualifications
- A
minimum of a Bachelor’s degree in a relevant field; a Master’s degree
preferred.
- A
minimum of five years of experience managing large, donor-funded projects.
- Exceptional
organization skills and attention to detail
- Strong
interpersonal skills in managing local staff and liaising with project
stakeholders.
- Fluency
in spreadsheet and word processing software.
- Demonstrated
exemplary diplomatic, communication, and interpersonal skills
- Knowledge
of USAID rules and regulations, particularly relating to finance and
accounting, and contractual compliance and oversight is desirable.
- Written
and spoken proficiency in English
