Summary
Soma
Umenye
 will
work to improve reading outcomes in Kinyarwanda for at least 1 million children
in public and government-aided schools in Rwanda by the end of Grade 3.
Specifically, Soma Umenye will target all children in Grades
1-3 attending public and government-aided schools nationwide and ensure that at
least 70 percent of students are able to read grade-level text with fluency and
comprehension by the end of Grade 3

.

Principal
Duties and Responsibilities
  • Support
    the Ministry of Education (MINEDUC) and the University of Rwanda College
    of Education (URCE) to revise pre-service curriculum, as appropriate and
    necessary.
  • Support
    the Rwanda Education Board (REB) and URCE to oversee the implementation of
    revised pre-service curriculum (in line with Rwanda’s new primary grade
    curriculum and its approved early grade reading teaching and learning
    materials).
  • Work
    with REB, URCE, and teacher training colleges (TTCs) to design training
    and capacity building activities to improve TTC tutors’ ability to train
    teachers in early grade reading instruction.
  • Work
    with REB, URCE, and TTCs to develop strategies to track, support, and
    mentor identified newly qualified teachers of early grade reading.
  • Oversee
    the work of the pre-service advisors in the TTCs and provide coaching and
    mentoring as needed to improve their effectiveness.
  • Work
    with MINEDUC, URCE, and the TTCs to promote equity in literacy outcomes
    among boys, girls, and children with special needs.
  • Leverage
    M&E data collected (likely on an ongoing basis) to inform adjustments
    in the project’s approach and ensure continued improvement in pre-service
    students ability to promote strong student reading outcomes.
Job
Qualifications
  • Minimum
    of a Master’s degree or equivalent in education or related field (Ph.D. or
    Ed.D. preferred).
  • Minimum
    of 5 years’ experience in pre-service teacher training programs in Rwanda
    or similar context.
  • Demonstrated
    knowledge of Rwanda’s early grade language/reading curriculum,
    understanding of effective teaching practices for early grade reading, and
    experience working with teachers in Rwanda or a similar context.
  • Experience
    promoting equity in learning outcomes among boys, girls, and children with
    special needs preferred.
  • Demonstrated
    exemplary diplomatic, communication, and interpersonal skills.
  • Written
    and spoken proficiency in English.
Location
of Assignment
The
location of assignment is in Kigali, Rwanda with intermittent travel throughout
the country to visit teacher training colleges.
