this context, CRS is leading the implementation of the I
ntegrated Nutrition and
WASH Activity (GIKURIRO), a five-year, USAID-funded initiative which aims to
improve the nutritional status of women of reproductive age and children under
five, emphasizing the first 1,000 days of life between pregnancy and the
child’s second birthday. In eight districts of Rwanda, GIKURIRO is reinforcing
the Government of Rwanda’s efforts towards its national goal of eliminating
malnutrition, through targeted behavior change communication (BCC) actions for
nutrition and water, sanitation and hygiene (WASH) and through strengthening
the capacity of government and local civil society organizations to implement
the strategies described in the National Community-based Food and Nutrition
Policy (CBF&NP) and the Community-based Environmental Health Promotion Policy
(CBEHPP).
project includes a robust and adaptable MEAL design which is working through
existing Ministry of Health (MOH) systems for data collection and reporting. In
addition to routine monitoring activities, annual survey data will be collected
using ICT4D tools, and evaluations will assess progress at baseline, midterm,
and end line. Project learning will be advanced via regular quarterly
reflection meetings and other activities, and partner and LCSO capacity will be
strengthened through frequent MEAL training. The GIKURIRO MEAL Team, including
the MEAL Advisor, Deputy MEAL Advisor and MEAL Officer, will work together to
ensure the development, coordination and smooth implementation of these
activities.
Function
MEAL Officer will carry out data collection activities related to nutrition,
WASH, and gender for GIKURIRO project, in accordance with CRS MEAL policies and
procedures. The MEAL Officer will also serve a primary mentorship role for
local civil society organizations as they implement MEAL activities
Responsibilities
- Coordination
and Planning
- Participate
in MEAL workplan design and implementation with MEAL team and GIKURIRO
program staff - Assist
Deputy MEAL Advisor with coordination of field data collection activities
with relevant program staff as needed - Assist
in the development of data collection forms via iFormBuilder, where ICT4D
is to be used. - Data
collection
- Maintain
data collection activities calendar - Carry
out field data collection activities according to timeline, including
annual qualitative and quantitative studies and routine monitoring data - Use
ICT4D tools for data collection, where indicated. - Assist
Deputy MEAL Advisor in data analysis and presentation, and reporting as
required - Participate
in organizing dissemination workshops and learning events related to MEAL
for the project - Utilize
tools developed for beneficiary feedback and accountability. - Utilize
identified strategies for documenting key successful interventions, and
package them into knowledge products such as success stories and
bulletins for dissemination to stakeholder audience within and outside
CRS Rwanda. - Mentorship
(of partner LCSOs) - Assist
in development of training modules for LCSO MEAL training and facilitate
training, particularly for data analysis and data quality assurance - Mentor
LCSOs/DPEM Coordination Committees in development of DQA strategies - Assist
LCSOs/DPEM Committees in action planning to address findings of annual
DQA - Carry
out monitoring visits in support of the LCSOs’ MEAL processes for
GIKURIRO - Provide
mentorship, accompaniment and training based upon capacities and needs of
partner LCSOs - Provide
training in appropriate ICT4D tools for data collection as required - Assure
timely reporting of MEAL data by LCSOs and troubleshoot when delays or
problems occur - Project
Evaluation:
- Assisting
designated consultants for baseline, mid-term and end line evaluation
with coordination of data collection as needed
and Experience
- At
least a bachelor’s degree in a field related to international development
with major in Statistics, Mathematics, Epidemiology, Public Health, plus
two years of professional experience in MEAL programming. - Familiarity
with principles and current approaches to MEAL of development programs
using both quantitative and qualitative methods - Proficiency
in analyzing, interpreting and communicating information to various
stakeholders - Experience
with USAID MEAL requirements preferred - Previous
experience working with local partner organizations
- Previous
experience with operations research and carrying out mixed-method data
collection in the field - Previous
experience developing management information systems - Demonstrated
commitment to gender-responsive programming
- Fluency
in English and French, written and spoken - Excellent
oral and written communication skills, ability to work well with people,
good judgment and commitment to CRS’ mission - Ability
to transfer knowledge through formal and informal training - Willingness
to travel frequently to remote areas of the country for data collection
and training activities
- Rwandan
nationality
