Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking candidates for a Technical Advisor position for an anticipated USAID-funded Rwanda LAND project. The goal of this project is to support
Rwanda’s long-term sustainability by strengthening the resilience of it citizens, communities, and institutions and their ability to adapt to land related economic, environmental and social changes. This project shall assist Rwandan government, civil society, and local communities, to (1) increase capacity of local Rwandan institutions to generate high quality evidence based research on land-related issues that can be used by Rwandan citizens, civil society organizations, and Government; and (2) to increase understanding of land laws, policies, regulations, and legal judgments on land-related issues by Government of Rwanda (GOR) officials, local civil society organizations, research institutes, and citizens.
Qualifications:
- Advanced degree with a focus on land-related issues required
- A minimum of 15 years of experience in providing technical assistance in implementing land-related justice management or rural programs and related governance, institutional strengthening, and reform activities.
- Demonstrated understanding of, or experience in, conducting targeted, land-related research in sub-Saharan African, and broadly trained in qualitative and quantitative research methods.
- Fluency in English in speaking, reading and writing, French language proficiency is desirable but not required.
