The Belgian development agency, BTC, mobilizes its resources and its expertise to eliminate poverty in the world. BTC contributes to the efforts of the international community and works towards a society that provides present and future generations with sufficient resources to build a sustainable and fair word.
Its staff members in Brussels and overseas embody the commitment of the Belgian state and other development partners to international solidarity. They support more than 300 cooperation projects and programs in some 20 countries in Africa, Asia and Latin America. BTC is active in Rwanda since 2000.It implements projects as defined in the successive cooperation programmes negotiated between the government of Rwanda and the government of Belgium. Currently, BTC is implementing a four-year cooperation program (2011-2014) with a total budget of 160 Million Euros for priority sectors of development of Rwanda, such as heath, rural energy and decentralization.
To strengthen further its team, BTC Rwanda wishes to recruit two National Program Officers-Experts in development project management for its representation in Kigali.
REPORTING : the incumbent shall report directly to the Resident Representative
Responsibilities
• Supporting technical Assistants in projects in their daily activities ;
• Ensuring follow-up on service delivery and quality, and certify the quality of work done ;
• Strengthening institutional contacts between local partners in relevant sectors and projects ;
• Implementing process and tools developed by the Head Office, such as planning ,monitoring and evaluation
• Ensuring the effective execution of specific assignment (management of expertise and ,acting co-manager for projects, etc)
Profile : Qualification and experience
• University degree
• 5 years of relevant professional experience in development projects management
• High level of rigor and integrity
• Enthusiast ,positive and highly motivated to serve all stakeholders
• Result oriented
• Proactive
Relevant Technical Skills
• High level proficiency in both French and English
• Very conversant with project cycle management
• Advanced skills in basic computer packages ()MS Office)
• Ability to learn BTC management package (Fit, PIT, etc) after appointment
• High analytical and synthetic capacity
• Excellent oral and written communication skills
• A university degree in decentralization and rural development ;energy or health is an added advantage
