General Conditions:
• Place of assignment: BTC’s partner countries. One long-term assignment in Rwanda is scheduled to start the last quarter of 2011.
• Duration of contract: Expatriation possibilities of several years, or short missions (of for instance, 2 to 3 weeks for repeat missions)
• Expected starting date: To be determined in function of the needs
• Monthly salary package for long-term expatriation: for Rwanda, between EUR 5.427,63 and 7.788,38 (including the gross monthly salary and the advantages related to the expatriate statute: hardship and expatriation allowances). The salary depends on the composition of the family and on relevant professional experience. Hardship and expatriation allowances vary in function of the country.
• Conditions and remuneration for short missions: between EUR 3.592,26 and 5.013,64 (gross salary on monthly basis) exclusive of daily expenditure allowance (per diem) and accommodation costs.
• Employees of public services or public bodies refer to their respective regulations for unpaid leave of absence for an international mission of general interest, which may enable them to draw their salary from BTC’s payroll during the missions.
Function:
In general, the experts in financial management in the public sector will do the following, among other things:
• Assess the financial management, administrative and procurement capacities of partner public institutions;
• Assist the public institutions in defining and implementing improvement projects;
• Support the strengthening of competencies and the creation of administrative and financial management tools for the public institutions;
• Achieve the transfer of the financial management of projects to the local systems;
• Identify and assess the risks, and take risk management measures;
• Document “lessons learned” from the capacity development activities and from using the local national systems;
• Financial management of projects activities: budget, accounting, treasury, audit and contracts;
• Define and follow up the financial modalities of the project.
Job opening for a Financial Technical Advisor in Rwanda
Currently, there is a long-term job opening (24 months with possible 12-month extension) in Rwanda, for the Support Programme to the SPAT II Project: Market-oriented consultancy services and quality seed consultancy services, in the agriculture sector.
Belgian Development Cooperation supports the Rwanda government, and more in particular the Ministry of Agriculture (MINAGRI), in achieving the objectives of the Strategic Plan for Agricultural Transformation (SPAT II).
In close consultation with MINAGRI, it has been decided to concentrate the new Support Programme to SPAT II on aid to the seeds sector and on agricultural extension services. This will be done through a five-year programme, with a financial contribution of Belgian Development Cooperation amounting to 18 million euros.
The new programme will be completely integrated and executed within MINAGRI activities and will contribute for 100 % to the achievement of the objectives of the SPAT II plan. It will be aligned with the new MINAGRI structure as well as with the decentralised governance model, which entrusts executive responsibilities to the regional offices of RAB and to the districts, where the executive authority should reside, in accordance with the Rwandan governance
structure.
The role of Technical Assistance, both on the short and the long term, will focus on capacity development and on general improvement of the quality of the execution of MINAGRI programmes.
Specifically, for the job opening in Rwanda the tasks concern:
Financial management of the programme:
• Help in drawing up the budget and financial planning;
• Validate the annual budgets;
• Follow up budget execution;
• Supervise accounting and treasury management;
• Establish agreements with implementation units;
• Control and validate the financial reports of the implementation units;
• Control and validate the cash calls from the implementation units;
• Validate the consolidated financial reports;
• Manage the audits and draw up action plans;
• Do payments or provide notice of non-objection for payments and for commitments.
Technical Assistance:
• Provide advice to MINAGRI to improve financial management and procurement management (at the request of MINAGRI);
• Provide technical assistance for the development of management procedures and tools;
• Provide assistance for the elaboration of management procedures of a fund.
Profile:
BTC is looking for experts who are able to work in an international environment, in the field of financial management in the public sector. In particular for occasional or repeat short missions, BTC is interested in applications from highly specialised employees of public services.
BTC is looking for applicants with the following profile:
Diploma:
• University degree in economic sciences, finances, law or political sciences.
Work experience:
• At least 5 years of professional experience in the field of financial management in the public sector;
• Broad experience in implementing improvement projects or change processes in financial management and purchase management, especially in public organisations;
• Experience with team management;
• Experience in an international environment is an asset.
Technical competencies:
• Thorough knowledge of management processes in the public sector; financial management (drawing up the budget, budget execution, accounting, financial reporting and treasury management), public contracts, internal control and audit;
• Good knowledge of ICT applications;
• Mastery of French and English. Working knowledge of Dutch.
Personal competencies:
• Team work, able to work with colleagues from varying backgrounds;
