Job purpose
The Project Manager, Resilience will be responsible for managing and delivering
all aspects of a BBC Media Action project on building resilience to the effects
of climate change.
Reporting to the Senior Projects Manager the postholder will be responsible for
the overall delivery of the Radio for Resilience project; in particular
ensuring the project meets its objectives, constantly strives to learn, monitor
and improve, is based on impact data and is delivered on time, within budget
and to the highest possible standards.
BBC Media Action delivers a portfolio of media projects in Tanzania. It seeks
to expand this portfolio of work, but also ensure that existing projects are
delivered to time, to budget and to the highest standards, and in accordance
with BBC editorial values as well as Media Action methodologies.
Main Duties
• To deliver the Radio for Resilience project alongside other projects on time,
to budget and to the highest standards in terms of quality, effectiveness,
impact and relevance, meeting objectives clearly defined in the project
proposal
• Responsible for the planning, budgeting, reporting and general management of
all aspects of the project. This includes working with BBC Media Action staff
in Tanzania and London to define and develop programme direction, strategies
and activities
• Responsible for managing external relationships with project partners (local
broadcasters, NGOs) and the project donor
• Work closely with Research Officer for the project to design research
activities including formative research, monitoring and evaluation of outputs
and baselines and end line quantitative data
• Responsible for the set up of project activities, partnerships and the day to
day management of the deliverables. Specifically, this will include
o Developing and defining project plan and strategy based on formative research
o Developing and maintaining project budgets for all activities on the project.
This includes tracking monthly expenditure against targets and accurately
forecasting and delivering against agreed budgets
o Identifying and establishing relationships with partner broadcasters and NGOs
o Coordinating the design of training according to the needs of co-production
partners; developing terms of reference for all training assignments; sourcing,
liaising, contracting and supporting all international and regional trainers
who deliver specific assignments for the project.
o In collaboration with the donor, research and project management staff in
London and Tanzania, supporting the design of appropriate broadcast content
according to the project brief
o Monitoring broadcast content according to agreed technical and editorial
standards and all relevant legal, contractual and copyright requirements;
including the holding of regular reviews of production and feedback sessions to
ensure quality control
o Maintaining accurate and up to date project records
• Responsible for the line management of the Project Assistant and project
production and training team.
• Liaise closely with other staff and programme strands of BBC Media Action in
Tanzania, especially with the Research and Learning team.
• Where necessary, develop and manage effective relationships with funding
agencies, stakeholders and other partners in Tanzania.
• Draft and produce donor and internal reports on projects progress and impact
and lesson learning data
• Commission, write and manage web and communications-related information on
project progress, lessons and impact
• Work closely with the London team and Research and Learning to further refine
the logic model for the project, test assumptions and develop the project
theory of change in greater detail. This will include monitoring impact against
the Logframe and refining where necessary.
• Analyse, draw conclusions and package lesson learning data to feed into
establishment of forthcoming resilience project funded by DFID and liaise
closely with the team to support them to design a complementary project.
• Work closely with the donor partner to participate in learning and lesson
sharing events and publications.
• To generate new project ideas and proposals for agriculture and resilience
projects in Tanzania
• Perform any other duties that may be assigned
Required skills, knowledge and experience
• At least three years’ experience in international development, with
demonstrable experience in project planning and management systems
• Experience managing the project budget cycle – from conception, through
budget building, to implementation, monitoring, reviewing and
reporting/accounting
• Experience in radio and/or television production either from a media or a
communications background. Applicants with extremely sound ideas, but little
production experience will be considered on evidence of creativity and
potential
• Experience in building resilience to the effects of climate change and/or
agriculture and livelihoods a distinct advantage
• Ability to make sound judgments on editorially sensitive programme issues
• Experience in line management of staff
• Strong interpersonal skills
• Strong commitment to, and understanding of, development issues in Tanzania
• Experience writing project briefs, reports, Terms of Reference and other
project documents
• Fluency in English and Swahili and the ability to write reports in those
languages
