ICT System Administrator
The System
Administrator (SA) is responsible for effective provisioning,
installation/configuration, operation, and maintenance of systems hardware and
software and related infrastructure. This individual will participate in
technical research and development to enable continuing innovation within the
Polyclinic. This SA will ensure that system hardware, operating systems,
software systems, and related procedures adhere to organizational values.
The SA will assist
project teams with technical issues in the Initiation and Planning phases of
our standard Project Management Methodology. These activities include the
definition of needs, benefits, and technical strategy; research &
development within the project life-cycle; technical analysis and design; and
support of operations staff in executing, testing and rolling-out the
solutions. Participation on projects is focused on smoothing the transition of
projects from development staff to production staff by performing operations
activities within the project life-cycle.
Responsibilities
- Install
new / rebuild existing servers and configure hardware, peripherals,
services, settings, directories, storage, etc. in accordance with
standards and project/operational requirements. - Develop
and maintain installation and configuration procedures. - Contribute
to and maintain system standards. - Research
and recommend innovative, and where possible automated approaches for system
administration tasks. Identify approaches that leverage our
resources and provide economies of scale. - Perform
daily system monitoring, verifying the integrity and availability of all
hardware, server resources, systems and key processes, reviewing system
and application logs, and verifying completion of scheduled jobs such as
backups. - Perform
regular security monitoring to identify any possible intrusions. - Perform
daily backup operations, ensuring all required file systems and system
data are successfully backed up to the appropriate media, recovery tapes
or disks are created, and media is recycled and sent off site as
necessary. - Perform
regular file archival and purge as necessary. - Create,
change, and delete user accounts per request. - Provide
support to users. - Investigate
and troubleshoot issues. - Repair
and recover from hardware or software failures. - Apply
OS patches and upgrades on a regular basis, and upgrade administrative
tools and utilities. Configure / add new services as necessary. - Maintain
operational, configuration, or other procedures. - Perform
periodic performance reporting to support capacity planning. - Perform
ongoing performance tuning, hardware upgrades, and resource optimization
as required. - Maintain
data center environmental and monitoring equipment.

Essential
Requirements
- Bachelor
(4-year) degree, with a technical major, such as engineering or computer
science. - Microsoft
Systems Administration/System Engineer certification. - Four to
six years system administration experience. - Good
knowledge of web based application - At ease
with PHP and MySql - Fluent
in French and Kinyarwanda (English is a plus) - Must be
a team player, willing to cover or trade shifts when necessary - Must be
able to work days, evenings, and weekends as necessary

Human Resources Manager
Human Resources
Manager (HRM) Develops policy, directs and coordinates human resources
activities, such as employment, compensation, labor relations, benefits,
training, and employee services by performing the following duties:
Responsibilities
- Maintains
the work structure by updating job requirements and job descriptions for
all positions. - Ensures
planning, monitoring, and appraisal of employee. - Maintains
management guidelines by preparing, updating, and recommending human
resource policies and procedures. - Maintains
historical human resource records by designing a filing and retrieval
system; keeping past and current records. - Maintains
human resource staff by recruiting, selecting, orienting, and training
employees. - Analyzes
wage and salary reports and data to determine competitive compensation
plan. - Recruits,
interviews, tests, and selects employees to fill vacant positions. - Advises
management in appropriate resolution of employee relations issues. - Conducts
wage surveys within labor market to determine competitive wage rate. - Prepares
budget of human resources operations. - Prepares
employee separation notices and related documentation, and conducts exit
interviews to determine reasons behind separations. - Prepares
reports and recommends procedures to reduce absenteeism and turnover. - Represents
organization at personnel-related hearings and investigations. - Examine
loan request and provide reimbursement plan if granted. - Prepare
monthly payroll according to granted loans and other deduction or bonuses. - Examine
employee’s request for leave and assure replacement of employee on leave.

Essential
Requirements
- Master
degree in Human Resources, Business Administration or Public Relation - Strong
computer skills (Ms Word and Ms Excel) - Four to
six years of experience in HR. - Fluent
in French, English and Kinyarwanda - Must be
solution oriented
