ARTCF in partnership
with CARE International Rwanda will implement the second phase of GEWEP
(Gender Equality and Women Empowerment Project), a four year project
funded by NORAD through CARE Norway to be implemented in Nyaruguru, Nyamagabe,
Huye, Gisagara, Nyanza, Ruhango, Kamonyi and Muhanga Districts of the Southern
Province. The GEWEP II
main goal is: Women
aged 18 and above in the Southern Province are economically and socially
empowered to exercise their rights.
ARTCF will be
responsible for implementing activities focused on building the financial
literacy of members of VSL groups, and particularly improving women’s financial
linkage and enterprise development skills to manage successful income
generating activities. ARTCF will also support the literacy component of GEWEP
II, to advance women’s literacy and numeracy skills for improving their
economic and social empowerment. Throughout the project, CARE Rwanda will focus
on improving ARTCF’s ability to coordinate and manage the delivery of these components,
including improving monitoring and evaluation capacities.
It is in this regard
that ARTCF is looking for suitable candidates to fill the following position:
JOB TITLE:
FIELD COORDINATOR (1)
Ø Under the
supervision of Program
Manager, the Field Coordinator will undertake the following
specific tasks;
·
Ensure the overall coordination of the project activities at province level;
·
Ensure program planning and implementation of project activities;
·
Ensure monitoring, evaluation and reporting on project advancement;
·
Produce monthly, quarterly and annual reports in relation to the project
activities;
·
Represent ARTCF in project related meetings and other relevant meetings in the
project coverage area;
·
Collaborate with a Project Manager at CARE International Rwanda to ensure
smooth running of the project;
·
Collaborate with key partners of the project at district level;
·
Manage and lead the ARTCF GEWEP project team.
·
Develop a detailed project plan and coordinate and the implementation of the
latter by ARTCF project team.
·
Manage project deliverables in line with the project plan.
·
Record and managing project issues and escalating where necessary.
·
Resolve cross-functional issues at project level.
·
Monitor project progress and performance.
·
Provide status reports to the ARTCF Program Manager.
·
Manage project training within the defined budget.
·
Liaise with, and update progress to the senior management.
·
Manage project evaluation and dissemination activities.
·
Manage consultancy inputs within the defined budget.
·
Provide supervisory support to Field Officers to ensure the project timely,
effectively and efficiently implemented.
·
Perform any other tasks as shall be requested by the ARTCF Program Manager.
DESIRED COMPETENCIES
AND QUALIFICATIONS
·
At least hold a bachelor’s degree in Economics, Accounting, Social sciences,
Rural development, management or any other related fields.
·
At least five years (5) progressive experience in project management in the
area of women economic empowerment;
·
Broad knowledge of gender equality, planning, gender budgeting and monitoring;
·
Strong experience and knowledge of civil society in Rwanda;
·
Experience in Networking and lobbying;
·
Understanding of voluntary Saving and Loan based approach;
·
Fluency in English and Kinyarwanda. Knowledge of French is an added advantage;
·
Excellent communicator orally and in writing;
·
Computer literacy; (word, excel, power point, web and outlook)
·
Innovative, self -driven and team player;
·
Interpersonal skills with experience of working in multicultural contexts;
·
Proven ability to build strong working relations;
·
Should have a driving license category A
