The goal of ARC in Rwanda is to
improve life conditions of the displaced refugee population by ensuring the
provision of basic services and enabling economic recovery in six refugee camps
located in Rwanda.
ARC is looking for suitable
candidates to fill the positions of Construction Coordinator, Admin and Fin

ance
Assistant and Project Coordinator- Enterprise, Development and Innovation.

NB: Please note that these positions are open to
Rwandan nationals only.
Position:
Construction Coordinator (1)
            Responsible to: Site Manager
            Location: Mahama Refugee Camp. 
      Duties and Responsibilities:
·        
Responsible for the design
of bleu prints and BoQs for construction related activities,
·        
Ensure efficient and
rational co-ordination of receiving and delivering supplies and materials to
various work sites in the camp, in line with internal ARC policies and
procedures,
·        
 Responsible for quality and timely
implementation of construction related activities and oversee progress of work
sites for construction, maintaining and rehabilitation of the shelters and
public infrastructure in the camp,
·        
Certify and insure safety
of all infrastructures to prevent all possible hazard,
·        
Responsible for the
maintenance of the access roads to the camps and internal camp road network, to
allow safe and easy vehicle access,
·        
Supervise construction
workers at work sites and control effectiveness of work to be accomplished, as
well as work record keeping,
·        
Responsible for requesting
and safekeeping of construction and maintenance equipment and tools used at
work sites,
·        
Liaise with partners and
beneficiaries related to the construction program. This includes leading
shelter committees in the camp and liaising with refugee and partner
representatives concerning construction and maintenance related activities in
the camp,
·        
Responsible for
administrative tasks related to construction sector ( Shelter database, record
keeping, report writing, making requisitions, develop designs and blue prints,
etc),
·        
Provide reports on regular
basis ( both for internal use and for donors),
·        
Submit for agreement to the
site manager and/or Technical Advisor all work plans and required resources
including human, materials and equipment and
·        
Any other duties requested
by the Site Manager or ARC management.
Qualifications:
¨      
Bachelors degree in Civil
engineering,
¨      
Strong oral and written
skills,
¨      
Minimum three years of
experience in planning, designing and supervising construction works,
¨      
Experience with a
Development or Relief Organisation preferred,
¨      
Fluent in English and
Kinyarwanda. Preferably also French or Swahili as additional languages,
¨      
Ability to live and work in
isolated areas in Rwanda.
¨      
Good computer skills and
familiarity with Microsoft Office system

Position:
Administrative and Finance Assistant (1)
            Responsible to: Site Manager
            Location: Gihembe Refugee
Camp. 
      Duties and Responsibilities:
·        
Maintain
and manage petty cash disbursements,
·        
Maintain
all financial files and calculate expenses by grants and remaining balances as
requested,
·        
Prepare
all required financial reports,
·        
Develop
and keep updated computer programs that support and facilitate the maintenance
of files and the production of reports,
·        
Certify
casual laborers attendance sheets and prepare casual laborers payroll including
payment sheets,
·        
Ensure
that all-necessary taxes, utilities and leases are paid on time,
·        
Responsible
for all administrative affairs of the field office,
·        
Coordinate
with the Site Manager and coordinators in developing work schedule for all
services,
·        
Prepare
administrative reports as required,
·        
Attend
meetings as directed by the Site manager, able to defend the interest of ARC
during meetings,
·        
Any other duties requested
by the Site Manager or ARC management.
Qualifications:

Minimum Bachelor’s degree
in Economics, Management, Accounting or any other related field.

experience in Administration and accounting fields,

Position:
Project Coordinator – Enterprise, Development and Innovation (1)
            Responsible to: Technical Advisor
Livelihood and Economic Recovery 
            Location: Kigali Office 
      Duties and Responsibilities:
Technical
support/ Oversight
–         
Develop
the design of the SAIL project in each of the 6 project sites
–         
Responsible
for the implementation of the SAIL project in accordance with the SAIL
guidelines, ARC Rwanda’s Country Strategy and donor agreements;
–         
Keep
oversight of all processes involved in the provision of loans and grants to the
identified client groups;
–         
Assist
ARC in raising its portfolio and capacity in the field of micro enterprise
development (MED);
–         
Engage in
any other technical support and oversight activities requested by the
Livelihood and Economic Recovery Technical Advisor and/or the Senior Program
Coordinator.
Program
Development and Innovations
–         
Identification
of innovations and new ideas in line with the Country Strategy;
–         
Assist in
the preparation of new program areas and required concept notes/proposals;
–         
Support
the development of new innovations within ARC’s programming, and lead design
and implementation of special projects where needed upon request by the Senior
Project Coordinator and/or Country Director;
–         
Provide
support as required to all market based initiatives undertaken by ARC to build
more resilience and self-reliance in its interventions;
–         
 
Staff and
MED Capacity Building
–         
Train all
relevant staff involved in the SAIL project on SAIL principles and its
implementation;
–         
Develop
training tools and train the Business Extension Agents on becoming trainers in
general business management;
–         
Assist in
the recruitment of field livelihood and economic recovery staff;
–         
Provide
guidance to the livelihood and economic recovery field staff, in terms of
micro-enterprise development and implementation of the SAIL project activities
(including provision of loans and grants)
–         
Work
closely with the business extension agents in the field and coach them in the
identification of client groups, development of business and financial plans,
loan/grant applications, and provision of business advice;
–         
Engage in
any other staff capacity building activities as requested by the Livelihood and
Economic Recovery Technical Advisor and/or the Senior Project Coordinator;
–         
Provide
support in MED and micro-finance to all Livelihood sector when this expertise
is needed;
–         
Help
reinforce capacities of MED, SME, VSLAs and cooperatives supported by ARC to
help them grow their sales and create jobs and become viable businesses.
Monitoring
and Evaluation
–         
Provide
support to the M&E officer in relation to M&E activities, surveys,
evaluations, etc.
–         
Engage in
any other M&E activities as requested by the Livelihood and Economic
Recovery Technical Advisor and/or the Senior Project Coordinator
Representation
and fundraising
–         
Represent
ARC in any relevant meetings concerning business development and other
livelihood topics, where relevant and requested by the Technical Advisor
Livelihood and Economic Recovery, Senior Program Coordinator or Country
Director;
–         
Engage in
business development with private sector and other non-traditional
donors/partners for potential partnerships and opportunities to expand ARC’s
livelihood and MED programming and other innovative initiatives;
–         
Assist in
fundraising activities for the ARC programs;
–         
Engage in
any other representation and/or Public Relation activities as requested by the
Country Director and/or Senior Program Coordinator.
Qualifications:
¨

¨       Master’s
degree in Project Management, Microfinance and other Business related fields,
¨       Ability
to communicate professionally in both verbally and in writing,
¨       Being
fluent in both English and French,
¨       Good
experience and knowledge in SME development, cooperatives management, ..
¨       Leadership
ability,
¨       Ability
to live and work in isolated areas of Rwanda
¨       Previous
experience with INGO is an advantage
