1. National Focal Point Shelter, WASH and
Environment / Construction Coordinator – Nyabiheke
Environment / Construction Coordinator – Nyabiheke
This challenging field based position combines two
functions into one position as following: 50 % as Construction
Coordinator in Nyabiheke; 50% as National Focal Point providing technical
support to the Rwanda program in different sites. This position is member
of the ARC program coordination team.

Key responsibilities:
As Construction Coordinator:
- Supervise and oversee all construction and
rehabilitation activities related to Shelters and infrastructures in the
camp - Ensure efficient and rational coordination for
receiving and delivering supplies and materials to various work sites in
the camp; - Supervise construction workers at work sites
and control effectiveness of work to be accomplished; - Provide technical guidance to other technical
coordinators involved in WASH when needed; - Liaise with partners, representatives
responsible for coordinating the construction program; - Make sure all the administrative tasks
regarding recording beneficiaries are completely and correctly completed
before doing the work; - Provide weekly plans and monthly reports on
time; - Responsible for security and safety at work
sites for both for ARC employees and refugees; - Submit for agreement all work to be done and
required resources including human, materials and equipment.
As National Focal Point Shelter, WASH, Environment:
- Provide technical support to coordinators of
construction, WASH and Environment protection sectors in all 4 camps; - Assist camp teams in site planning,
construction and infrastructure design, formulation of blue prints and
BOQs and general construction project management practices; - Provide mentorship and training to staff to
improve capacities in Shelter, Infrastructure, WASH and environment
protection design; - Certify and insure quality and safety of all
infrastructures to improve the life of the beneficiaries in all camps and
therefore prevent all possible hazards; - Observe and record field conditions, advise
the direct supervisor on required intervention, design and coordinate the
implementation of opted solutions; - Evaluate available records and information to
determine compliance with standards and determine whether all activities,
events or processes comply with laws and regulations applicable in the
Republic of Rwanda; - Processing Information – Compiling, coding,
categorizing, calculating, tabulating, auditing, or verifying information
or data; - Work with program team to collect data,
prepare costs estimates, time planning and participate in M&E
activities; - Providing guidance and expert advice to
management or other team members on technical related topics or any matter
related to construction, WASH and Environment protection sectors in all 4
camps; - Represent ARC on different technical forums
and stakeholders meeting related to shelter, WASH and Environment protection; - Any other activity as may be requested by the
supervisor.
Qualifications:
- Bachelor degree in civil engineering
- Masters degree in project management or a
related technical field - Previous experience in site planning, Shelter
design, drainage systems design, terracing, landslide issues,
erosion prevention, urban/rural development, waste management, and/or
water supply highly desirable; - Strong oral, written and computer skills
- Strong planning and reporting skills
- Previous experience in training and capacity
building desirable - Previous experience supervising personnel and
coordinating projects; - High skills in CAD-Software (AUTO-CAD,
ARCHICAD and related) and GIS - At least five years working experience
supervising construction projects - Fluent in English or French
- Ability to live and work in isolated areas and
travel frequently to different locations in Rwanda
2. Nurse/Nyabiheke
Key responsibilities:
- Be able to welcome the patients and to listen
to them and extract enough information guiding to the diagnosis with
though physical examination of the patient while in consultation; - Be able to prescribe treatment for the
patients consulted with extra attention on doses; - Be able to make decision on which patient can
be referred to the doctor; - Ready to present and listen to other health
staffs comments and ideas in self assessment of clinical skills and
challenges; - Be able to pay attention at registration of
patients and record keeping daily; - Be able to follow up the patients that he/she
has consulted and hospitalised in case of severe illness or epidemic
disease to ensure good reception proper treatment, patient transferred to
other departments or hospitals to ensure good reception and care in the
new place, the instruction given to him/her by the supervisor or medical
coordinator which are in favour of helping the patients or other staff
members with good will to implement; - Be able to do the routine exams of the
patients and request for them if where necessary and take sample of
laboratory for investigation; - Be able to report to the head of department
problems encountered who may also call the head nurse and /or the medical
coordinator for help; - Obey the instruction given from the head of
pharmacy concerning the drugs available and the instructions from the head
of department, head nurse, administrator and medical coordinator; - Be able to respond to emergency cases;
- Be able to make the control of the vital
signs, to put drips and to make blood transfusion; - Educate individuals, families and other groups
on subject as the hygiene, the prevention of disease and develop programs
of improvement of health through health education session; - Counsel health mental patients and provide
them with medicines; - Be able to observe and record the medical
information and report any change of the conditions of the patient; - Hold up to date files and make weekly report;
- Check all the aspects of care of the patients
including the physiotherapy, regime and the physical activities; - Be able to steer the normal birth (deliveries)
and to assure care in the new born; - Be able to sterilize instruments and
equipment; - Respect night duty work, write and present
report after night or week-end shifts, and draft recommendations for the
team which is going to work after his/her shift; - Observe moral decisions and confidentiality;
- Consult and coordinate with members of the
team of medical services to estimate, plan, implement and estimate plans
of care of the patients. - Make a commitment in research activities bound
to the care and participate in professional training. - Should maintain patient’s records.
Qualifications:
- Minimum A2 Diploma in Nursing;
- Having experience in the relief programs and
refugee Camps is very essential; - Having experience in Data management;
- Fluent in Kinyarwanda, English and French or
Swahili as a third language; - Knowledge and strong commitment to principles
of primary health care; - Spirit of highly teamwork is required;
- Knowledge of computer skills is an advantage.
