PROGRAM MISSION:

The
overall goal of ARC’s program in Rwanda is to improve the well-being and
self-reliance of the displaced refugee population from eastern DRC and Burundi
by ensuring the provision of basic services (adequate health care &
nutrition, shelter, water, sanitation & hygiene, HIV/AIDS prevention &
treatment), improving food security and enabling economic recovery in six
refugee camps located in Rwanda.

PRIMARY
PURPOSE OF THE POSITION
:
Purpose: To prepare ARC
Rwanda for a meaningful implementation of GBV prevention and response and
facilitate proposal development for ARC/UNHCR 2018.
Primary
responsibility:

The GBV Consultant will spearhead ARC Rwanda Country program’s Gender Based
Violence and Protection efforts in close collaboration with the Country
Director, the Senior Programs Coordinator, HQ’s Program Development Advisor and
GBV/protection technical advisor and to ensure quality preparations for SGBV
implementation in 2018 as well as preparing the 2018 UNHCR SGBV prevention and
response proposal

PRIMARY
DUTIES/RESPONSIBILITIES:
The
consultant should be able to:
  • Provide
    technical leadership related to planning for and implementation of the GBV
    program in collaboration with ARC Rwanda team, UNHCR Rwanda, ARC HQ
    program Development and GBV/Protection Technical Advisors.
  • Provide
    technical support to ARC Rwanda to ensure preparedness to provide
    essential life- saving GBV services, including comprehensive psychosocial
    support are available in line with international standards and are closely
    monitored.
  • Provide
    technical support to Rwanda team to strengthen clinical care activities
    for sexual assault survivors in close collaboration with the Rwanda
    government, UNHCR, other implementing partners and ensure WHO guidelines
    are adhered to. Prepare ARC Rwanda for safe and ethical data collection,
    storage, analysis, and sharing through the GBVIMS, using standard forms
    and database and monitoring adherence to inter –agency information sharing
    protocols.
  • Support
    ARC Rwanda to manage the implementation of evidence-based community
    mobilization GBV prevention and risk reduction and social change
    strategies, community based protection mechanism, and gender
    mainstreaming.
  • Lead
    and coordinate the proposal development process aimed at promoting gender
    equality through women’s empowerment and leadership through economic and
    educational opportunities and partnership with government and local
    groups.
  • Prepare
    the Rwanda team to meaningfully engage local partners and community
    members, particularly women and girls, in all aspects of design,
    Implementation and monitoring for inclusive programs
EDUCATION,
TECHNICAL SKILLS & KNOWLEDGE REQUIRED:
                                                  
  • Ability
    to facilitate capacity building programs with ARC Rwanda staff and other
    Implementing partners to ensure GBV programming priorities the safety and
    security of beneficiaries and staff.
  • Experience
    in providing support to case management staff to ensure-client centered
    case management and psychosocial support services in line with
    international protocols
  • Experience
    working with the GBV working reference group and maintain strong working
    relationship with all stakeholders.
  • Knowledge
    and ability to strengthen the operationalization of specific GBV Standard
    Operating Procedure by engaging relevant stake holders, NGOs, UN Agencies
    and CBOs to promote multi- sectoral cooperation and coordination.
  • Proven
    experience of successful fundraising is a comparative advantage.
  • Ability
    to ensure internal and external reports are line with donor requirement
    and ARC requirements of excellent quality, and completed timely.
  • Experience
    in managing multi grant budgets to maintain program expenditure within
    budget parameters and in line with donor requirement.
  • Demonstrated
    understanding of Rwanda’s and ARC’s Prevention of Sexual Exploitation and
    Abuse (PSEA) policies and reporting, mechanisms among all staff on
    semi-annual basis.
  • Knowledge
    of gender issues in humanitarian setting, particularly GBV, including
    relevant international human rights standards;
  • Knowledge
    of reproductive health, HIV and protection issues in humanitarian and
    post-conflict recovery settings.
  • Advanced
    university degree in social work or other social sciences,
    public/community health, gender, legal advice as it relates to gender and
    GBV, and development or related field;
  • Experience
    in utilizing the following internationals tools: GBV Standard Operating
    Procedures; GBV Information Management System; IASC GBV Guidelines; IASC
    Gender Handbook; GBV Coordination Handbook; Documenting and Monitoring
    Sexual Violence in Emergencies;
Fluency
in oral and written English is essential Knowledge and experience of using the
SASA! Methodology is an added advantage.
  • Knowledge
    of the regional political and social conditions
  • Kinyarwanda,
    English, and French oral/writing skills, Kiswahili oral skills also
    preferred
  • Excellent
    organizational, administrative and management skills
  • Ability
    to prioritize multiple tasks and meet deadlines in a dynamic environment
  • Experience
    working in protracted refugee situation and/or previous experience in
    Rwanda a plus
  • Experience
    in managing and working with a multicultural staff
  • Strong
    participatory leadership and interpersonal skills
  • Ability
    to motivate and counsel staff working in a refugee camp environment.
