l Leaders’ Initiative for Community Action on AIDS at the
Local Level (AMICAALL) is a network of local authorities, mayors and municipal
leaders committed to supporting
sustainable solutions to the HIV and AIDS epidemic at the local level. Launched
way back in 2000, AMICAALL Uganda Programme has mobilized urban leaders and
other stakeholders in the country to recognize the need to address high HIV
prevalence in urban areas in Uganda and the need to build capacity and
coordinate HIV and AIDS responses at the local level.

Job Summary: The Project Implementation Specialist
deputizes the Country Director and acts as key liaison between project
implementation staff and management team. The PIS takes lead and provides
technical support in the development and implementation of AMICAALL Programmes
and projects. He/She is also responsible for coordinating resource
mobilization, planning, budgeting and review of projects to ensure that they
are adequately aligned and contribute towards achievement of AMICAALL strategic
objectives. In addition,
He/She provides overall leadership in the development and execution of program
implementation guidelines and standards.
Key Duties and
Responsibilities: 
  • Manage
    the development, implementation and monitoring and evaluation of AMICAALL
    programmes and projects.
  • Offer technical
    leadership and strategic direction in the achievement of AMICAALL project
    objectives and results
  • Steer
    the development and revision of HIV & AIDS related training
    materials/guidelines
  • Identify
    partner and staff capacity needs programme development and implementation
    and provide targeted technical support to strengthen their expertise in
    these areas
  • Offer
    technical support in designing research concepts and oversee the execution
    of approved studies and project assessments
  • Steer
    the development and review of grant proposals for funding, ensuring that
    they are consistent with RFAs, National Strategic plan for HIV & AIDS,
    National Development Plan, AMICAALL strategy and best practices in Health
    and HIV & AIDS control
  • Work in
    liaison with the Capacity Building and Advocacy Officer to support the
    planning and executing capacity development plans targeting urban Local
    Government Leaders, officials and relevant Civil Society Organisations
    partners.
  • Regularly
    review and approve all project plans and activity implementation plans
    developed by project officers and staff.
  • Review
    routine project reports to ensure timely submission of quality reports to
    the board and development partners.
  • Deputize
    and support the Country Director in ensuring good relationships between
    AMICAALL and its partners, public relations and resource mobilization.
  • Carry
    out any other related task assigned by the Country
    Director         
Qualifications,
Skills and Experience: 
  • The
    applicant should be a Graduate with a Bachelor of Medicine, Masters in
    public health or any other relevant discipline.
  • Additional
    training in project planning and management and Monitoring and Evaluation
    is an added advantage.
  • At least
    five years’ experience managing health or HIV & AIDS
    programmes/projects implemented by government or NGOs at the National level
  • Good
    knowledge and understanding of national and international health and HIV
    & AIDS trends, developments and policies.
  • Good
    understanding of the decentralization and management of programs at the district
    level
  • Possess
    excellent negotiation, communication and advocacy skills
  • Excellent
    facilitation and organizational skills
  • Willingness
    to travel up country 30% of the time
