Coordinator
Reports to: Programme Manager
General Description:
The role of Programme Co-ordinator is to support the Project Manager in
implementing and running the project for the Swedish International Development
and Cooperation Agency (SIDA) funded “Peace-Making after the Rwanda Genocide”,
a Rwanda based programme.
The role holder will coordinate with SIDA (the donor), implementing partners
listed below, stakeholders and beneficiaries. The role also incorporates
central procurement requirements.
Key Responsibilities
Programme Co-ordination
• Comprehensive recording, follow-up and ongoing liaison with all implementing
partners of the programme.
• To work with members of the Programme Management team to implement, operate,
monitor and evaluate the programme
• Coordinate the Programme in collaboration with Programme staff.
Coordination to include financial oversight, reporting to the Programme Manager
and other tasks as directed.
• To act as contact point for implementing partners, SIDA and stakeholders for
information about the Programme.
• To co-ordinate and manage programme office staff.
• To co-ordinate the overall strategy for the programme and all activities
associated with the programme, setting priorities, planning, implementing and
delivering the programme.
• Manage any logistical requirements associated with the programme.
• Preparation of work plans, progress reports, annual reports, financial
reports, and other reports as required by SIDA, Aegis, and the local government
and the co-ordination of monitoring and evaluation (M&E) plans.
• Report to the Programme Manager on a regular basis on the success and
achievement and/or constraints and problem areas associated with the programme
to ensure timely responses; transparency and accountability.
• To actively promote the achievements of the programme using specialist media
and communication consultants as necessary.
Procurement
• Manage the proper procurement, use, and disposal of property, equipment,
vehicles, and facilities obtained for the project’s implementation.
• Work with the finance team to properly execute procurement requirements in
accordance with SIDA and Aegis policies and processes.
• Conduct tendering exercises to include preparation, analysis and evaluation
of tenders
• Managing a portfolio of contract suppliers, which will include supplier
review meetings; dealing with purchasing enquiries on a daily basis from
Departments, and providing basic guidance to Departments in relation to the
Aegis Procurement Policy and Procedures..
• Report to the Programme Manager on a regular basis on the success and
achievement and/or constraints and problem areas associated with Procurement to
ensure timely responses; transparency and accountability.
Line Management
• Hold staff to account for delivery of their objectives and ensures effective
action is taken where performance is at risk of falling below expected
standards.
• To provide consistent and supportive management through effective supervision
and appraisals.
• Manage staff welfare and HR issues covered by documented procedures (e.g.
dealing with disputes, informal grievances and performance matters),
recognizing when the matter should be referred to the Programme Manager or Head
of HR.
Knowledge and Experience:
Work experience requirements:
• Educated to degree level
• Professional qualification in Project Management a significant advantage e.g
Prince 2
• At least three years relevant work experience, preferably with international
NGOs
• Experience of leading a team.
• Familiarity with, and sensitivity, to history and culture of Rwanda.
Previous work experience in multi-cultural setting, ideally in sub-Saharan
Africa.
• Proven substantial experience liaising with internal and external
stakeholders
• Experience delivering projects on time and to requirements
• Knowledge and understanding of procurement processes, experience of tendering
processes a significant advantage
• Excellent written and verbal communications skills
• Fluent in spoken and written English; competent in French and/or Kinyarwanda
is a strong plus
