General
Description:
The RPEP
Communications Officer is a mid-level management position with responsibility
for managing and coordinating program communications supporting implementation
of the Swedish International Development and Cooperation Agency (Sida) funded
RPEP in Rwanda and the DfID funded GRRP. The Communications Officer will work
to provide strong and consistent communication messaging in line with the
agreed communications strategies for the programs and delivery of
communications outputs. This will involve internal and external
communications and website communication.
The role holder will
work closely with implementing partners listed below, stakeholders and
beneficiaries and will provide communications support to the Director of
Programs and Program Manager.
Key Responsibilities
-With partners
develop and implement the RPEP communications strategy.
-Ensure RPEP communications outputs are achieved in line with the programme
proposal and Logframe outputs.
-Ensure partners understand and follow the communications strategy.
-Produce and implement communications strategy for GRRP.
-Manage communication priorities, supporting the implementation of all project
activities,
-Produce and implement a media plan.
-Develop a website for RPEP, which partners can integrate into their own
websites; update the website on a frequent basis.
-Liaise with the Director of Programs and DfID re GRRP media
-Produce newsletters and information strategies in line with program activity.
-Ensure Sida and partners are in agreement on the messaging.
-Prepare communications reports for the quarterly PCG meetings.
-Communicate with partner organizations to ensure their aspirations are
reflected in relevant parts of the communications plan
Knowledge
and Experience:
-Degree in relevant
media and communications field.
-A minimum of 5 years of experience working in media and communications with an
international dimension; experience of working in the NGO field desirable.
-Proven familiarity with Rwanda’s history, culture, and politics is essential.
-Experience of working with diverse stakeholder organizations is essential.
-Excellent interpersonal and communication skills; demonstrated ability to
interact effectively with people of different cultural backgrounds, including
government officials, partners and donors.
-Fluent in spoken and written English and Kinyarwanda essential; French is
helpful
