L´Association pour
le Développement et la Transformation Sociale (ADTS), is a civil society
organization established in 1998, legally operating in Rwanda and granted a
legal personality no 092/11 of August 28, 2003. ADTS vision is a society where
all members are active, cohesive and autonomous and actively participate in
achieving of a just and prosperous world. It works for social transformation,
sustainable and equitable development. ADTS intervenes in the domain of social
development and most of its activities aim at building capacities of people,
organizations and communities so that they become responsible for their
destiny. ADTS is now looking for highly qualified, experienced and committed
staffs on the following posts:

1.
Coordinator


Job title: Coordinator

Job purpose

Be responsible of
daily coordination of the organization operations, design, planning, effective
implementation, monitoring, reporting of all ADTS activities and ensure
rational and effective management of ADTS property, employees and other
resources. She/he will provide visionary leadership and direction that guide
activities to ensure the accomplishment of ADTS’s mission.

Major duties and
responsibilities:

Under the
supervision of the Board of Directors, the incumbent will perform but not
limited to the following tasks:

  • Be
    responsible for the tasking, coaching, supervision and performance of the
    staff assigned to the organization,
  • Ensure
    good management and control of programs, finances and other resources;
  • Ensure
    and maintain good relationships with beneficiaries, donors and partners
    both private and public,  
  • Carry
    out assessments in areas of interests to ADTS,
  • Develop
    new proposals to existing or potential donors and ensure funds
    mobilization,
  • Ensure
    effective implementation, Monitoring and Evaluation of projects,
  • Prepare
    monthly, quarterly and annually narrative and budgetary plans and reports,
  • Maintain
    quality assurance of all programs and projects
  • Follow-up
    and liaise with relevant public institutions, private sector, national and
    international organizations, through participation and partnership in
    relevant cluster-meetings and other coordination fora,
  • Perform
    any other task or duty as assigned by the Board of Directors.

Qualifications,
skills and core-competencies:

  • Rwandan
    Nationality;
  • Master´s
    Degree in Development Studies; Rural development, Public policy analysis
    and management; or Bachelor’s Degree in Social Sciences, with at least 3
    years progressive experience and knowledge of civil society sector in
    Rwanda;
  • Have a
    proven experience and skills in project cycle;
  • Experience
    and skills in leadership and management of NGOs;
  • Skills
    in staff motivation, team building and conflicts management;
  • Excellent
    knowledge and skills of adult learning methodologies;
  • Strong
    understanding and experience of community development and the Rwanda’s
    national laws, policies, legal frameworks and government structures;
  • Experience
    and broad understanding of national and international opportunities and
    challenges relevant to civil society;
  • Understanding
    of Human Rights based Approach to development and other participatory
    approaches;
  • Strong
    planning, negotiation and facilitation skills;
  • Innovative,
    high goal oriented, self-driven and team player;
  • Fluent
    and Excellent oral and written communication skills in English, French and
    Kinyarwanda;
  • Strong
    and personal ability to work under pressure to meet deadlines.

 

2.
Administration and Finance Officer

Job title:
Administration and Finance Officer





Job purpose

To ensure an
efficient management of all financial aspects, assets, human resources and
daily administrative deliverables at ADTS coordination team.




Major duties and
responsibilities

Under the
supervision of the Coordinator, the incumbent will perform but not limited to
the following tasks:

  • Plan,
    organize, direct and control the accounting functions of ADTS;
  • Prepare
    annual budgets and maintaining financial records;
  • Ensure
    compliance with the ADTS donors and partner requirements ;
  • Ensuring
    that all statutory filings are timely prepared and filed;
  • Overseeing
    all treasuries and financing activities related to the businesses
    including approving and making payments, complying with financing
    covenants and providing reports as needed;
  • Developing
    a long-term business plan and resource mobilization strategy for ADTS;
  • Manage
    daily requests from supporting staff and monitor administrative
    deliverables of technical staff;
  • Developing
    and sustaining relationships with key donors and other  partners;
  • Prepare
    periodic management and statutory annual reports;
  • Forecast
    cash requirements/obligation as a basis of maintaining adequate funds;
  • Overseeing
    and controlling the tasks of account and/or cashier;
  • Make
    proposals for policies, formulation of accounting procedures and
    strategies for Financial Administration;
  • Perform
    any other work  or duty as may be assigned   by the
    Coordinator;
  • Strong
    and personal ability to work under pressure to meet deadlines.

Qualifications,
skills and core-competencies:

  • Rwandan
    Nationality;
  • Holder
    of Bachelor’s degree in , Finance, Accounting,  holding a MBA in
    Finance is a plus;
  • Have 5+
    years of accounting and/or finance experience and will have experience
    working with Civil Society Organizations in Rwanda;
  • Have
    experience with donors funds and exposure to CSOs reporting systems;
  • Have
    accounting systems experience – both operating and implementing, familiarity
    with accounting software’s especially SAGE SAALI is a must;
  • Additional
    skill sets/experience to include: budgeting, forecasting, business
    planning, procurement, contract management, management of statutory audits
    and tax reporting;
  • Proven
    management experience in the finance context and ability to manage all
    stakeholder relationships through the value chain;
  • Ability
    to work in a team;
  • Must
    demonstrate high level of integrity, good interpersonal and social
    collaboration;
  • Must be
    result oriented, with strong analytical, organization and decision-making
    skills.
  • Good
    communication skills in English, French and Kinyarwanda.

 

3.
Secretary – Cashier

Job Title:
Secretary – Cashier





Job purpose

Ensure the seizure
and preservation of administrative documents and contribute to sound management
of the petit cash of the ADTS




Major Duties and
Responsibilities:

  • Assists
    in the coordination of the overall daily operations of the ADTS by
    facilitating the information flow, work flow and inter office communication.
  • Support
    the preparation of diverse written materials (reports, budgets, minutes,
    etc.)
  • Prepare
    cash vouchers.
  • Responsible
    for maintaining and disbursing petty cash.
  • Prepare
    Petty cash Replenishment in accordance with ADTS procedures.
  • Assist
    in the process of reviewing support documents for accuracy and signatures
    on all cash vouchers and checks.
  • Make
    cash and checks deposits.
  • Ensure
    that all cash vouchers are settled properly and on time.
  • Handles
    all incoming and outgoing messages correspondences as well as keep and
    maintain a filing system for all records.
  • Perform
    any other duty assigned by the immediate supervisor.

Qualifications,
skills and core-competencies:

  • Rwandan
    Nationality;
  • Holder
    of Senior 6 level in Accounting and Secretariat;
  • Have 3+
    years of cashier and secretary experience;
  • Have
    experience working with Civil Society Organizations in Rwanda;
  • Have
    experience in filing systems and petit cash management;
  • Have
    experience  and familiarity with accounting software’s especially
    SAGE SAALI is a PLUS;
  • Ability
    to work in a team;
  • Must
    demonstrate high level of integrity, good interpersonal and social
    collaboration;
  • Must be
    result oriented, with strong analytical, organization and decision-making
    skills;
  • Good
    communication skills in English, French and Kinyarwanda.
