The USAID and DFID funded Uganda
IRS Phase II Project’s objective is to conduct a comprehensive spraying program
and establish the foundation for sustainable, effective, high-quality indoor
residual spraying (IRS) activities.
Abt Associates, the prime contractor
of this program seeks to recruit a suitably qualified candidate to fill the
position of:
Environment Compliance Officer
Location: Tororo
Reporting to: Environment
Compliance Manager
Under the supervision of the
Enviro
nment Compliance Manager and project leadership, the Environment
Compliance Officer is responsible for ensuring program compliance with United
States Government (USG) and Government of Uganda environmental regulations, and
program adherence to requiremtnts as said out in USAID Initial and Supplemental
Environmental Assessments and Pesticide Evaluation Report and Safer Use Action
Plan (PERSUAP) and its amendments.
Summary of main responsibilities:
‘Coordinate enyironmental
compliance efforts for all program “ray activities, including:- the
implementation and oversight of quality and safety procedures for insecticide
procurements; oversee procedures for distribution, storage, and handling of
insecticides; and procedures for disposal of insecticide, waste products and
package materials in accordance with national and international standards.
Supervise and perform routine inspection of spray activity implementation, safe
stprage, use, and disposal of insecticides. Provide training and technical
assistance ‘to. IRS implementation teams and counterparts. Develop and innovate
strategies to minimize insecticide pilferage as well as IRS solid and liquid
wastes disposal. Participate in routine environmental assessments. Support
routine environmental monitoring and reporting. Liaise with counterparts from
the MOH, NMCP, NEMA, NDA, Districts and other regulatory and governmental
authorities.
Qualifications include:
Bachelor’s Degree in Public
Health,
Environmental Health, or other
relevant field:-At least 5 years of relevant professional work experience with
experience in environmental health and insecticide use and management. Able to
work with minimum supervision. Able to work both as a member of a team and as a
team leader. Strong management and planning skills of project tasks and
budgets. Ability to produce high ouality work in a timely and cost effective
manner. Have excellent writing skills. Excellent organizational, interpersonal
communication and computer skills. Experience with USAID and donor projects is
highly desirable. English language proficiency.
