The Ministry of Finance and Economic Planning inspires to become a competent
and efficient Ministry that generates sound and visionary economic policies
that promotes best practices in strategic planning through hiring competent
workforce that will lead to the achievement of the Ministry’s mandate.
It is in line with the above that MINECOFIN intends to recruit best candidates
on the following positions:
Post 14: SCBI – Development
Planner
Duration of Contract: 1 year

Key Duties and
Responsibilities
Reporting to the Director of Policy Evaluation and Research, the Development
Planner will be responsible for:
• Analyze and ensure the alignment of Sector and Institutional action plans to
the EDPRS 2 priorities Analyze Ministry and District budget submission and
provide inputs to ensure alignment to EDPRS 2 priorities
• Assist in the identification of priority investments aligned to EDPRS 2
priorities
• Ensure that sector joint review is annually held and actively participate in the
review;
• Contribute to the elaboration of the Annual Progress Report of the relevant
Sectors by collecting information through appropriate templates and tools;
• Assist the districts in elaborating their Annual Budget, Annual Action Plan
and Imihigo (performance contracts).
• Prepare policy briefs on key developments in the sector and District of
responsibility including on key programmes and investments;
Qualification and Experience
• Bachelor’s degree in Economics, Development Studies, Development Planning or
Business Administration with 2 years of working experience, having a Masters
degree in the above areas will be an advantage.
Skills and Competencies
• Knowledge and understanding of Development Strategies including the Second
Economic Development and Poverty Reduction Strategy (EDPRS 2) and Rwanda’s
Vision 2020.
• Critical thinking ability
• Ability to work under pressure and respect deadlines.
• Ability to work in a team within the department and across Government
particularly with planning departments and high level management
• Strong oral and writing communication skills in English and Kinyarwanda.
Knowledge of French is advantage
