PURPOSE
Plan

This
role will contribute to two global outcomes namely “Learn and Decide” and to
two areas of the global distinctiveness of our Plan international Global
Strategy namely early childhood development and Inclusive, quality education
Dimensions
of the Role
Early
Childhood Care and Development (ECCD) and education are two of the programs
proposed in Plan Rwanda’s Five Year Country Strategic Plan. Plan Rwanda has
identified this theme among others to potentially make significant impact in
the children at an early age in the country and on the community, reinforced by
the fact that Plan Rwanda has core competence from experience in implementing
similar programs in and out of the region.
The
post holder reports directly to the Program Support Manager (PSM) and oversees
/manages the overall implementation of the ECCD and education programs. He /she
supervises both Project Coordinators and field staff. S/he ensures that all
programmes/projects are rights-based Child Centred Community Development. S/he
supports the development of ECCD and education related project proposals and
budgets in collaboration with the PSM, the Business Development Manager,
Communication and Advocacy Manager, finance and other technical staff.
The
incumbent is a member of various thematic networks and participate to the
development of various reports including media reports at country, regional and
global levels
  • With
    support from the Program Support Manager, design, implement, monitor and
    evaluate Early Childhood Care and Development (ECCD) and education related
    strategies (especially child and mother nutrition) and other matters to
    ensure that CCCD is embedded in programs 
  • Design
    innovated projects with an emphasis on nutrition, peace building around
    ECCD and scale them up to increase local and external program income as
    well as to reach more vulnerable children and their families
  • Build
    Human Right Based Approach and Child Centered Community Development (CCCD)
    into ECCD and Education programming to ensure children rights are embedded
    in programming
  • Oversee
    ECCD and education budgets and expenditures to ensure their alignment with
    the required standards
  • Train
    staff on ECCD and education Country Program, also train partners including
    parents (moral duty bearers) and principle duty bearers on better child
    rearing practices (nutrition, family planning, social and emotional care
    for children including children with special needs)
  • Handle
    ECCD and education related matters and evidence based advocacy targeting
    Government staff and community leaders to increase their knowledge,
    funding capacity in best practices and gender related issues in ECCD.
  • Facilitate
    the implementation of communication for behavior improvement to mitigate
    poor understanding of the importance of communities including duty bearers
    towards Early Childhood Care and Development and to protect children at
    the ECCD centres and beyond 
  • Produce
    briefings, reports and other ECCD and education related data/information
    to show program progress and impact
  • Liaise
    with other development organizations as well as the government to build
    partnership/alliances and come up with innovative and comprehensive
    interventions for ECCD and education including nutrition, peace building,
    inclusivity and hardware components.
  • Implement
    international, regional, national and local initiatives related to ECCD
    and education  to influence policies implementation and strategies
    within the country and improve Plan visibility.
  • Support
    the dissemination of user-friendly ECCD policies among targeted
    communities
  • Ensure
    integration of action around ECCD by linking the ECCD centres with the
    local health centres through referrals, awareness raising and trainings to
    community health workers on parenting and regular health screening to
    children that attend the ECCD centres
  • Ensure
    child protection, water and sanitation are promoted in the ECCD
    centres

    supported by research and/or evaluations/studies
  • Program
    Units staff able to explain and implement ECCD and education programs

    that Plan International’s global policies for Child Protection (CPP) and
    Gender Equality and Inclusion (GEI) are fully embedded in accordance with
    the principles and requirements of the policy including relevant
    Implementation Standards and Guidelines as applicable to their area of
    responsibility. This includes, but is not limited to, ensuring staff and
    associates are aware of and understand their responsibilities under these
    policies and Plan International’s Code of Conduct (CoC), their relevance
    to their area of work, and that concerns are reported and managed in
    accordance with the appropriate procedures.

Experience
  • Postgraduate
    degree in children and mother Nutrition, Early Childhood Care and
    Development, Education, development studies, public service, social work
    or related fields
  • Minimum
    of 5 years relevant working experience in project management, nutrition,
    participatory approaches, community mobilization for development
  • Working
    experience in a similar role and experience in working with bilateral
    organizations or INGOs would be an added advantage.
  • Strong
    network with government institutions and UN agencies in education and ECCD
    is a strong asset
  • Excellent
    reporting skills and competencies in computer literacy (M-Excel, MS-Word,
    & Power Point, internet)
  • Experience
    working with communities- parents and families and more importantly
    working with children
  • Strong
    finance and budgeting background is required for this role.
