1.
Background
The
Nile Basin Initiative (NBI) is a partnership of the riparian states of the
Nile. The NBI seeks to develop the river basin resources in a cooperative
manner, share substantial socioeconomic benefits, and promote regional peace
and security. Within the framework of the NBI, the Governments of Burundi

,
Rwanda and Tanzania have received financial support from the World Bank for
implementation of the Regional Rusumo Falls Hydroelectric Project (RRFHP).

NELSAP
has established a Project Implementation Unit (PIU) in charge of dayto day
implementation of the project. The PIU which is led by a Project Manager and
with a core team comprising of Project Engineers, Environmental and Social
Specialists, Financial Officer and Procurement Officer together with other
secretarial and administrative staff.
The
HRwill occupy a key position in this team with responsibility for its
operations across a broad spectrum of activities. 
2.
Purpose
The
Regional Rusumo Falls Hydroelectric Project Human Resources (HR) Officer is a
professional support staff of the Rusumo project. His/her duty is to support
the PIU in Human resources management and implementation under the Rusumo
Project. The HR will be based at, NELSAP-CU Offices in Kigali Rwanda.
3.
Accountability and Reporting
The
HR will report and be accountable to the Rusumo Project Manager.
4.Main
duties and responsibilities
  • Maintains
    organization staff by establishing a recruiting, testing, and
    interviewing program; advising managers on candidate selection;
    conducting and analyzing exit interviews; recommending changes.
  • Maintains
    employee benefits programs and informs employees of benefits by studying
    and assessing benefit needs and trends; recommending benefit programs to
    management; directing the processing of benefit claims; designing and
    conducting educational programs on benefit programs.
  • Process
    and follow up on timely recruitment and appointment of staff and arrange
    orientation and induction for newly appointed ones and establish a
    training program;
  • Prepare
    guidelines and template, in accordance with applicable laws and
    regulations, for staff performance appraisal;
  • Maintain
    staff database on a regular basis, keep& maintain the past and
    current staff record, to mention but few; leave days, social security
    contributions, professional tax (TPR), health insurance, and other
    benefits they are entitled to;
  • Prepare
    and manage payrolls with their withholds;
  • Updated
    Human Resource Management Procedure Manuals and Code of Conduct and
    regularly update data on the organizational structure by updating job
    requirements and job descriptions for all positions.;
  • Develop
    measures of Staff Welfare and arrange intra-organizational conflict
    management and general counselling services intended for staff as per
    their needs/consent; Ensures planning, monitoring, and appraisal of
    employee work results by training managers to coach and discipline
    employees; scheduling management conferences with employees;
  • Provide
    Support & advise to NELSAP (PIU & CU) on the compliance of
    employment law and the employer’s own employment policies and procedures
  • Coordinate
    Staff official missions,
  • Carry
    out, in close collaboration with Project Management, staff training
    needs assessment, elaborate capacity building plans, monitor their
    implementation,
  • Ensure
    efficient Office and fleet management,
  • Any
    other task as assigned by the Supervisor.
5.Qualifications
Bachelor
Degree in Human Resources Management, Public Administration, Administrative
Sciences, with aminimum of 5 years of relevant work experience.
Key
Management, Technical Skills & Knowledge required include but not limited
to:
  • Deep
    knowledge of Rwandan public service and labor law;
  • Knowledge
    in Conflict Management;
  • Knowledge
    of the regulations applying to payroll procedures;
  • Knowledge
    of human resources concepts, practices, policies, and procedures;
  • Problem
    Solving Skills;
  • Computer
    Skills;
  • Judgment
    & Decision Making Skills;
  • Time
    management Skills;
  • Interview
    Skills;
  • High
    analytical Skills;
  • Team
    working Skills;
  • Fluency
    in English. Knowledge of other languages like French, Kinyarwanda and
    Swahili will be an added advantage
