I.BACKGROUND
The
degradation and loss of forests across Rwanda is a major problem impacting on
ecological stability and livelihoods. Tackling this challenge requires a
combination of approaches including promotion of research in production of
forests, strengthening the capacities of the national tree seed center. The
forestry law No 47bis/2013 In its articles 8 and 45 provide instructions of the
Minister of determining State forests reserved for research and modalities for
conducting research

and the guidelines for conducting fundamental research in
forestry. Having developed these ministerial instructions, it is now critical
to elaborate standards and guidelines to orient researchers intending to
conduct research in forestry. In 2011, the Republic of Rwanda made an ambitious
commitment to the Bonn Challenge to restore 2 million hectares degraded land
and forests by the year 2020. This determined border to border restoration
move, requires a vibrant tree seed center that has the capacity to ensure
proper seed collection, processing and testing, handling and storage among
other aspects. The present state of the tree seed center in Rwanda lacks the
capabilities required to maintain the supply of quality and sufficient tree
reproductive materials.

It
is in this context that IUCN, through its forest/landscape restoration in
Rwanda, intends to support the Government of Rwanda to enhance its forestry
institutional frameworks and the capacity of the national tree seed center. The
assignment is of two-fold: (i) Elaboration of the forestry research standards
and guidelines; and (ii) the development of guidelines and standards for tree
reproductive materials for the National Tree Seed Center.
II.OBJECTIVE
OF THE ASSIGNMENT 
This
assignment will enable the Government to make efforts to bridge the gaps
between forestry research and forestry management and the overall improvement
of the tree seed stocking mechanisms. Thus, the resulting documents will help
strengthen the capacity of forestry sector and aid theimplement of theforestry strategies
in order to achieve the Bonn Challenge plagues and vision 2020 targets.The
following are the specific objectives:
This
assignment will give sufficient background information and justifications of
forestry research to enable the Government to make effort to bridge the gaps
and informed decision on future management. This will strengthen the country’s
capacity to implement its National Water Resources Programmes or other broader
planning frameworks. The objective of these terms of reference is to establish
the conditions and requirements for hiring the services of a consultant
specializing in research and legal instrument formulation in order to develop
the tool required by MINIRENA. The following are the specific objectives:
A.
Guidelines and Standards for Forestry Research
•  
 Highlight  forestry research issues (constraints and opportunities),
and define short/middle/long term priority of forestry research and main
strategies to developed it;
•    Draft comprehensive guidelines standards for conducting
forestry research, including action plan;
•    Stock-take and map State forests reserved for research and
modalities for conducting research in it;
•    Identify mechanisms for improving co-ordination between
research institutions and actors (governmental services, civil society, private
sectors) as a way of linking research to better management of forests;
•    Highlight  instructions and standards that can help
enhance forestry research either in forest products form or as processed
products;
B.Guidelines
and Standards on Tree Reproductive Materials
  • Assess 
    the current operational measures of the national tree seed center to 
    identifying key bottlenecks to the supply chain of the tree reproductive
    materials;
  • Develop
    guidelines and standards that will improve the operational capacity of the
    national tree seed center in the area of seed handling, storage,
    collection, testing, labeling and general seed conservation.
III.SCOPE
OF THE WORK
A.  
 Guidelines and Standards for Forestry Research
Specifically,
the consultant will undertake the following tasks:
  • Collate
    existing information on the history, status and current trends of forestry
    research(taking into account history and need of collaboration/support of
    the Tree Seed Center), and write a report mapping and assessing forestry
    research issues in Rwanda,
  • Development 
    and writing up of guidelines for conducting forestry research, including
–  
 Short and long term priorities for forestry research,
–    main strategies
–    mechanism for improving co-ordination between research
institutions and forestry actors
  • Establish
    a database of State forests dedicated for research, their status and
    management regime;
B.  
 Guidelines and Standards on Tree Reproductive Materials
  • Review
    the current status of the supply chain of the tree reproductive materials
    in Rwanda and develop guidelines and standards comprising the following
    key components:
    –    Seed collection
    –    Seed collection and post-harvest care
    –    Seed handling-cleaning and conditioning
    –    Seed storage
    –    Seed-lot sampling
    –    Seed testing-for moisture, purity, weight, germination
    and vigor
    –    Seed labeling
    –    Germplasm conservation
    –    Information management
IV.ELIGIBILITY  
                                                                                                                                                 
 
The
required skills and experience for the assignment are:
  1. Education:
    PHD University degree in Agriculture, Forestry, Environment management, Natural
    Resources Management or related fields.
  2. Required
    experience
  • At
    least 5 years of work experience in forestry research and/or in
    policy/strategy design in Forestry or Environment and Natural Resources;
  • Deep
    knowledge of the forestry research and scientific research in general.
  • Good
    experience in forestry sector in Rwanda
Other
skills
  • Excellent
    verbal and written knowledge of English;
  • Excellent
    ability to collect, process and analyze data and document information
    collected;
  • Excellent
    synthesis and writing skills.
  • Ready
    to travel extensively in rural areas and districts.
V.DELIVERABLES
  • Inception
    Report;
  • Draft 
    guidelines and standards  of forestry research;
  • Final
    guidelines and standards of  forestry research;
  • Draft
    guidelines and standards of  tree reproductive materials;
  • Final
    guidelines and standards of  tree reproductive materials and other
    forest products;
  • Data
    base of the status of State forests reserved for research;
  • A
    final Report including recommendations improving forestry research
    validated by the stakeholders;  
VI.DURATION
OF THE ASSIGNMENT
The
assignment is expected to be completed within a period of 40 days.
VII.SUBMISSION
OF INTEREST  
  • Consultants
    who meet the requirements should submit the technical and financial
    proposals which must include the following: (i) a suitability statement,
    commitment to be available for the entire assignment, (ii) proposed study
    methodology including a detailed work plan, (iii) a financial proposal in
    a separate document (if soft copy)/envelope (if hard copy), including
    daily cost per major activity(well detailed), (iv) updated curriculum
    vitae showing qualifications and experience, (v) references from 3
    organizations that have recently contracted the consultant to carry out
    similar or related assignment. Note that IUCN shall retain 15% withholding
    tax and will also provide per diem as per IUCN policy.
