Umenye is a five-year USAID-funded activity that aims to improve reading
outcomes in Kinyarwanda for at least 1 million children in public and
government-aided schools in Rwanda. Covering all 30 districts of Rwanda and
working in close collaboration with the Rwa

nda Education Boad (REB) and the
Rwandan Ministry of Education (MINEDUC), Soma Umenye will contribute to
Rwanda’s Education Sector Strategic Plan (ESSP) and the Government of Rwanda’s
national development priority of ensuring that Rwandan primary-grade students
acquire the fundamental competency of literacy so that they can succeed in
future schooling and, later, in the modern workplace.

Project
goals:
Soma
Umenye aims to achieve the following two goals.
To
improve reading outcomes in Kinyarwanda for at least 1 million children (unique
direct beneficiaries) in public and government-aided schools in Rwanda by the
end of P3; and
To
ensure that at least 70 percent of P1-P3 students are able to read grade-level
text with fluency and comprehension.
To
achieve the above goals, it requires close collaboration with all education
stakeholders under the technical leadership of MINEDUC and REB.
Principal
Duties and Responsibilities
  • Support
    MINEDUC and Rwanda Education Board (REB) to develop assessment systems
    that measure progress against the new competency based curriculum in
    literacy both in the classroom and national level.
  • Support
    REB, University of Rwanda College of Education (URCE), and teacher
    training college (TTC) staff to develop literacy/writing assessment items
    for classroom assessment. Support REB to create guidelines for writing and
    validating appropriate early grade reading items.
  • Support
    REB to develop P1 fluency standards and review draft P2-P3 standards,
    using past literacy assessments and literacy benchmark assessments to
    identify needed Kinyarwanda fluency for children’s reading comprehension.
  • Support
    REB to develop and implement a plan for national assessment of early grade
    reading that will continue after the end of the Soma Umenye Activity.
  • Work
    with MINEDUC, URCE, and the TTCs to promote equity in literacy outcomes
    among boys, girls, and children with special needs.
  • Leverage
    M&E data collected (likely on an ongoing basis) to inform adjustments
    in the project’s approach and ensure continued improvement in student
    reading outcomes.
Job
Qualifications
  • Master’s
    degree and 6 years of experience or Bachelor’s degree and 10 years of
    experience in the education sector.
  • experience
    engaging with Ministries, policy dialogue on assessments and standards,
    etc. in developing countries
  • Familiarity
    with scientifically based reading research preferred.
  • Experience
    in assessment/Research /evaluation methods experience such as instrument
    design, sampling strategies, data analysis, use of statistical software packages
    etc.
  • Demonstrated
    experience assessing P1-P3 students’ early grade reading performance, and
    training teachers in how to use such assessment methods in the classroom.
  • Demonstrated
    exemplary diplomatic, communication, and interpersonal skills.
  • Written
    and spoken proficiency in English.
Location
of Assignment
The
location of assignment is Kigali, Rwanda with intermittent travel throughout
the country.
Supervision
The
Assessment Specialist will report directly to the System Strengthening Advisor
or his/her designee.
