Background
HICD/R is a USAID-funded project
designed to strengthen institutional and human capacity in targeted government
of Rwanda (GOR) institutions, as well as in targeted civil society
organizations (CSOs), that work closely with, or support the objectives of, USAID/Rwanda.
The principal goal of the project is to increase overall performance of
targeted GOR and civil society institutions in a manner that supports USAID’s
and Rwanda’s
shared development priorities and fosters the long-term social, economic, and
environmental sustainability of the country. Applying USAID’s human and
institutional capacity development (HICD) methodology, the project provides
technical assistance, material support, and knowledge and skills transfer
services to build the capacity of targeted organizations and reinforce ongoing
reforms and development activities being carried out by the GOR and civil
society.
Position Description
HICD/R is seeking applications
for the position of Civil Society Organization Program Officer. HICD/R uses an
evidenced-based approach to performance improvement and capacity building for
targeted government institutions and civil society organizations (CSOs) in
support of Government of Rwanda and USAID objectives. Under the supervision of
the CSO Manager, the incumbent will work as part of a team to conduct basic
performance assessments, coordinate capacity-building activities, pair with and
support experts to implement technical interventions and follow-on coaching in
specific key areas, and inform monitoring and evaluation processes. This
position contributes substantially and substantively to all reporting;
therefore, strong English is a requirement.
Qualifications
- University degree
- Strong writing and critical thinking skills
- Very strong written and spoken English
- Strong organization and training facilitation skills
- Minimum two years of experience working with Rwandan
CSOs - Minimum twoyears of experience in capacity building and
training coordination - Professionally capable in the use of MS Word, Excel, and
PowerPoint - Working knowledge of French would be a plus
