JOB ANNOUNCEMENT
IMBARAGA is a Farmers’ Organization; its mission is to promote and
protect farmers’ social and economic rights through lobby and advocacy. In
partnership with Norwegian People’s Aid (NPA), Imbaraga is implementing a
project that aims at Strengthening Citizen Participation in Public Policy and
Service Delivery Processes in Gakenke District. In order to have the AJIC


(Anti-corruption, Justice and Information Center) fully operational, IMBARAGA
is seeking for a qualified, dynamic and motivated 2 Rwandan lawyers to fill
the position of the AJIC Coordinator and Assistant AJIC Coordinator
based
in Gakenke District, Northern Province.

  1. Job Purpose
The “AJIC Coordinator and Assistant AJIC Coordinator” with the
supervision of the Secretary General of IMBARAGA will have the responsibility
to coordinate and manage the operation of the centre in particular; he/she
shall take charge of the following tasks and responsibilities:
  1. Main Tasks and Responsibilities
  • Coordinate the AJIC’s activities
  • Create and manage materials on laws and regulations which can
    help to provide high quality assistance and legal advice;
  • Identify and Coordinate particularly Youth, women, disables
    and other marginalized groups associations in the surrounding areas of the
    AJIC to increase their knowledge in public policy, human rights to enable
    them to effectively engage in the public affairs;
  • Analyze the complaints received from the victims of
    corruption and other related offences and provide at the first stage legal
    advices or advocate for them towards local authorities to find the
    solution or forward it to Transparency International Rwanda for
    appropriate follow up at the high level when necessary;
  • Create a database of complaints received or forwarded by
    Transparency International Rwanda;
  • Update regularly the database and organize the filing of the
    hard-copy of complaints in a professional way;
  • Send a weekly report of the cases received to Transparency
    International Rwanda for appropriate data base consolidation;
  • Collect properly all pieces of evidence related to a dossier;
  • Help the client received to drow the particulars of a claim,
    submissions, when necessary;
  • Conduct a field visit for the followup and advocacy
    activities on the cases received at AJIC,
  • Work closely with the District officials to handle the cases
    related to injustice and corruption;
  • Participate on quarterly basis in a radio call in at the
    district level on the selected topic on how citizens can contribute to the
    fight against corruption;
  • In partnership with Transparency International Rwanda,
    organize on semester basis, outreach activities at the district level to
    receive complaints of the victims of corruption and injustices and provide
    to them legal advice;
  • Identify key beneficiaries, capacity needs and recommend
    necessary action;
  • Receive and treat the AJIC visitors seeking for legal
    assistance in a professional and ethical manner;
  • Strictly respect and enforce the confidentiality of the
    clients’ data and information;
  • Provide a regular monthly outcome report and quarterly
    quantitative report.
 Desired Qualifications and Competencies
  • At least a Bachelor’s Degree in Law;
  • Must have experience in legal affairs, conflict management
    and resolution;
  • Proven experience working with communities and able to adjust
    in rural settings;
  • Previous experience as judge, lawyer, or any other legal
    skills is an added advantage;
  • Fluency in Kinyarwanda and English or French (knowledge of
    the 3 languages is an asset);
  • Full computer literacy;
  • Being responsible, proactive and person of integrity;
  • Availability to start immediately;
  • Driving license class A.
