PURPOSE

The
MEAL Specialist, under the supervision of the Head of MEAL, will be
responsible for ensuring effective implementation of the MEAL system of the
Rwanda Humanitarian Response programme. Key areas include a) Development and
implementation of the project Monitoring, Evaluation, Accountability and
Learning (MEAL) systems; b) compilation and analysis of program data and
learning; c) provision of technical assistance in designing and implementing
studies, research, surveys and evaluations relevant to humanitarian response,
d) manage accountability to beneficiaries mechanisms, monitor programme
quality, raise red flags and support programme learning.

- Review
the completeness of health, protection, education, and other thematic
areas quality benchmarks in light of the current program activities - Continue
the electronic data collection initiative in the emergency response with
the specific feature of the unique beneficiary identifier (UNHCR unique
ID) included on all data forms - Working
with MEAL team at the country office to support technical programme
colleagues in their development of sector log frames, and monitoring and
evaluation frameworks and plans. - Lead
the development of MEAL systems (such as output trackers, complaints and
feedback mechanism, indicator performance tracking tables, etc.) and their
roll out. Support sector technical staff to carry out monitoring and
evaluation of project activities as agreed in MEAL frameworks and plans
and to strengthen integration between sectors. - With
the support from sector technical advisors, lead on the development of
specific sector log frames and sector toolkits - Set
up systems to manage complex information generated by MEAL activities,
such as complaints and feedback databases and qualitative outcome
monitoring data systems - Conduct
statistical and qualitative data analysis and present and disseminate
information to inform programme management at all levels of management
within the response - With
support from technical programme colleagues, support fundraising,
including contributing to proposal writing and review to ensure MEAL
activities and costs are adequately covered. Utilizing MEAL Framework,
ensure incorporation of MEAL costs into proposals in specific responses. - Lead
planning, implementation and follow-up of evaluations (real time
evaluations of humanitarian action etc.). Participate in evaluations where
required. - Support
sector technical leads to develop MEAL plans and required tools. Capacity
build technical field staff in carrying out the work. - Support
accountability mechanisms at field level, such as complaints and feedback
mechanisms – working on community assessment, design, implementation,
review etc. Ensure that activities are carried out to handle complaints
and feedback in line with child safeguarding policy and Core Humanitarian
Standard. - Support
technical sector managers and/or advisors to ensure that projects are
carried out with participation from children and target communities, that
information is shared with affected communities (through traditional and
high-tech solutions) and that they solicit and respond to community
feedback. - Train
emergency response MEAL and programme staff on the Core Humanitarian
Standard (CHS) and ensure its 9 nine commitments are maintained in
accordance with the CHS. For instance, with support from senior
colleagues, work with sector technical specialists to ensure quality
monitoring systems and accountability are set up to ensure adherence of
programmes to CHS.

Save the Children in the inter-agency Communicating with Communities (CwC)
Working Group, coordinating with other actors and ensuring that children
on the move are included in the inter-agency CwC agenda, materials and
platforms, along with the CwC Officer. - Lead
on coordinating sectoral information on SC programmes for refugees and
migrants across Greece.

- Identify
learning and training opportunities for MEAL and other programme staff and
work as a mentor and role model for staff. - Conduct
training and awareness raising activities for programme technical staff at
field level regarding MEAL priorities and quality standards - Train
junior MEAL staff in programme data analysis using MS Excel, SPSS or STATA - Lead
on Excel trainings for junior MEAL and programme staff to facilitate data
compilation and analysis

- Ensure
that Save the Children’s work is coordinated with efforts of other
agencies and Government, and support Interagency Coordination forums,
advocating for the specific needs of children. This may involve taking the
lead in coordination working groups. Participate in Interagency
coordinated joint MEAL activities. - In
collaboration with Save the Children MEAL colleagues at the Country
Office, feed in learning, experiences and evidence to relevant global
advocacy objectives lead on response-specific learning activities.
For instance, support planning of After Action Review workshops, prepare
lessons learnt reports and conducting accountability mechanism pilots.
Take steps to document lessons learned for wider dissemination.

Essential
- At
least four years of Monitoring, Evaluation, Accountability, and Learning
experience - Previous
MEAL in emergency response experience is an asset - Experience
or knowledge of working in emergency response program countries or
conflict areas. - Master’s
degree in statistics, education, research methods or any other relevant
subject - Demonstrable
statistical data analysis experience using MS Excel, SPSS or STATA - Extensive
experience using electronic data collection such as Tangerine, ODK or KoBo
platforms - Experience
working through systems of community participation and accountability - Demonstrated
monitoring and evaluation skills, including planning/participating in
evaluations - Ability
to work both in an advisory and in support capacity - Proven
capacity to supervise, train and coach staff - Fluent
