is a Non-Governmental Organization founded in 2005 and recognized by the Rwanda
Governance board in the official gazette no 50 bis with legal personality no
104/2014.  Umuhuza aims to foster a culture of peace through education
focusing on conflict management and community transformation. UMUHUZA invites
reputable consulting firms

or individuals to provide the service of developing
Child Safeguarding policy.

Overall
Purpose of the Assignment
The
purpose of this consultancy is to bring Child Safeguarding at the top of the
agenda for Umuhuza Humanitarian Response in Rwanda and establish strong systems
and practices that would be effective in the community context. The consultants
will not only be establishing the reporting and response mechanisms of
potential child abuse but will design an action plan to raise awareness with
Umuhuza representatives (including staff, partners, community volunteers…) as
well as enable the establishment of a safe programming approach that will
enable Umuhuza to prevent harm to children.
The
specific objective of this proposed consultancy is to develop Umuhuza child
safeguarding policy based on international, National and other keys
stakeholders.
Expected
outputs/ outcomes
Based
on existing national and key stakeholders’ policies relating to child right,
the consultant(s) will be responsible for designing, adapting a strong child
safeguarding policy for effective Child Safeguarding standards, reporting, and
monitoring and train staff on its implementation.
Experience
and skills
  • Extensive
    experience of children related programming
  • Strong
    experience on policy development, manual, procedure on child
    protection/safeguarding
  • Strong
    experience and ability to facilitate training to a diverse audience (in
    terms of education, language ability…)
  • Strong
    programmatic experience
  • Strong
    background and experience on child protection/safeguarding issues,
    including work and vulnerable children and managing issues.
  • Ability
    to communicate complete and sensitive information to a wide and diverse
    audience
  • Experience
    of project management
  • Solid
    knowledge base and practical experience in community based child
    protection approaches, including experience in participatory approaches
    and child participation methodologies.
  • Experience
    in building networks and coordination with other organizations who are
    working with children.
  • Strong
    computer skills, including the use of email, internet and
    designing/publication.
  • Ability
    to influence internal and external audiences at all level of the
    organization.
  • Fluency
    in written and spoken  of English and Kinyarwanda
  • Experience
    of rolling out Child Safeguarding Policy application within organizational
    structures.
PAYMENT
DETAILS
Payment
will be in accordance with a detailed budget breakdown as submitted through the
proposal, and invoices will be expected from the consultant prior to payment.
EXPRESSION
OF INTEREST
The
proposals must include a description of the scope of work, timing of the
assignment. As well as detailed composition of the team, breakdown of the fees
and charges.
These
proposals should include:
  • A
    technical proposal highlighting how they will carry out their work.
  • A
    detailed work plan.
  • A
    financial proposal detailing the cost of carrying out the work.
Interested
institutions/Individual should be submitted their proposals not later than September
10th, 2016 at 5:30 pm
at Umuhuza head offices, KG 571st at Kacyiru near to
MINAGRI.
