1.
Introduction
Global
Communities, is an international non-profit organization, established in 1952,
that works closely with communities world

wide to bring about sustainable
changes that improve the lives and livelihoods of the vulnerable with a vision
of having a world where everyone has the freedom, means and ability to live and
prosper with dignity.Global Communities began working in Rwanda in 2005.

Since
February 2015, Global Communities and its partners are implementing the
Improved Services for Vulnerable Populations Program, which is a five-year
Cooperative Agreement. Known locally as USAID/Twiyubake, the program aims at
improving the protection of vulnerable populations against adverse
circumstances. It is designed to assist vulnerable groups to access health and
social services that enable them to live productive lives. The Program will
identify and assist 50,000 vulnerable households (250,000 children, youth &
adults) in 12 administrative Districts.
In
order to support the achievement of its program goals, the USAID/Twiyubake
program has identified messages that help encourage positive behaviors of
parents/caregivers, adolescents and children enrolled in the program.
These
messages will be transmitted through a variety of channels, including printed
materials, which need illustrationsthat showthe positive behaviors we are
trying to encourage.
2.
Purpose of the assignment
The
purpose of this workis to provide 29illustrations,which will serve as visual
presentations reflectingpositive behaviors in the field of health, social
services, and economic strengthening.  These illustrations will be used in
facilitation materials or teaching aids used to deliver BCC messages to
different audiences.
Each
illustration should fit on an A3 landscape page.
The
illustrator will perform the following tasks:
  • After
    consultation with Global Communities’ technical team, reviewing complete
    set of key messages and intended behaviors, prepare29 illustrations that
    fit on an A3-size page. Initial drafts should be presented and discussed
    with Global Communities’ technical team before finalization.
  • Based
    on the key messages mentioned above, the illustrationsshould showpeoples’
    behaviorsin the field of health, social services and economic
    strengthening.
  • The
    illustrations should be easy to understand by peoplebelonging to VUP 1 and
    2 (low literate audiences).
  • The
    illustrations should reflect the cultural and country context of Rwandan
    citizens living in rural areas.
  • The
    illustrations should be age-appropriate and respond to the targeted
    audiences,including parents, adolescents and children under 6 years.
  • The
    illustrations, presented in electronic format,should be in color. The
    illustrator will propose illustration methods to be discussed with and
    approved by Global Communities before commencing the work.
3.
Deliverable
29colorillustrations,
designed in close consultation with and accepted by Global Communities, which
conform to the BCC messages and goals of the BCC materials.  Draft copies
must be reviewed and approved by Global Communities before finalization.
Illustrations
should be presented on a CD ROM and/or USB flash disk in a format that allows
Global Communities staff to easily insert into the appropriate places in the
resultant communication materials.
4.
Timeline
The
illustrations will be provided within 10 working days.
5.
Expertise required
The
illustrator must have:
  • Experience
    in drawing colored illustrations using computer imaging;
  • Relevant
    experience in developing behavior change communication materials
  • Experience
    in pre-testing communication materials
  • Knowledge
    of Rwandan context and ability to translate key health messages into
    visual art work.
6.
Instructions for preparation of the technical and financial proposal
Technical
proposal should be written in English and include the following:
  • Personnel
    Qualifications: The Bidder should submit a CV including education,
    experience, professional qualifications and 2 references.The bidder will
    specify in the CV organizations contacts he/she provided illustrations for
    and specify the type and quantity of illustrations he/she provided.
  • Past
    Performance: Attached to the CV, the Bidder shall submit different sample
    illustrations he/sheprovidedin the past.
Financial
proposalshould be written in English and include the following:
  • A
    realistic and reasonable costs for the work in accordance with the
    Bidder’s technical approach.
Interested
bidders are requested to submit their application not later than Monday,September5th2016
at 14h00
, in a sealed envelope marked“Illustrations for USAID/Twiyubake
Program BCC Materials,” to Global Communities at Kacyiru-Kigali,Queen’s land
house, KG 563 St –(Around MINGARI Behind telecom house).
