Service Overseas (VSO) is an international development charity with a vision
for a “world without poverty” and a missio

n to “bring people
together to fight poverty”. VSO recruits professionals to work as
volunteers, living and working alongside local populations in developing
countries. VSO was founded in 1958, and currently works in 23 countries in
Africa, Asia and the Pacific.

VSO
started work in Rwanda in 1998 at the invitation of the Government of Rwanda
and it focuses on programmes in Education, disability and youth/national
volunteering. VSO Rwanda’s work revolves around six development goals
including, Secure livelihood, HIV/AIDS reduction, Education, Participation and
Governance, Health and Disability.
Our
vision is “a Rwanda without Poverty” achieved through a mission of “bringing
People together”.
In
2015, VSO Rwanda Programme underwent a major restructuring process with the aim
to improve effectiveness and efficiency to deliver on its mandate to the people
of Rwanda at the community and district levels. This restructuring was also in
line with the changing strategic orientations as embodied in the new strategy
with the continuous focus on the four thematic areas of, Education,
Livelihoods, Governance and Health.
The
Country Programme currently has a financial portfolio of nearly $5 Million and
implements activities in 17 districts with wide range of partners. With our continuous
fundraising drive, we expect this portfolio to increase significantly in the
coming 3-5 years. In that regard, VSO Rwanda is looking for a competent and dynamic
Rwandan
to fulfil an exciting role of Livelihoods Technical Advisor.
At VSO Rwanda, the Livelihoods Advisor is senior member of the programme
leadership team; responsible for the livelihoods strategy, building strategic
relationships and networks, designing new livelihoods programmes, funding and
business development, ensuring programme quality, livelihoods research and
evaluations and evidence-based policy and advocacy. The Livelihoods Advisor
should be a dynamic, responsive and adaptive player within the growing and
ever-changing livelihoods context at country, regional and global levels.
H/she
will be reporting to the Head of Programmes and will be working closely with
the Programme managers for implementation of the various project activities
within livelihood thematic area.
Key
Performance Indicators:
  1. Livelihoods
    Strategy:
    in
    line with VSO programme principles, Global Goals, Vision 2020, EPDRS-II,
    and informed by thorough contextual analysis, engagement of primary
    stakeholders, the Livelihoods Advisor will clearly define a livelihoods
    strategy as part of country strategy. S/he will regularly review and align
    the strategy with the realities of the ever-changing development context
    globally, regionally and nationally. S/he will ensure that the strategy
    remains cutting edge, innovative, agile and adaptive to the ever-changing
    realities of the development landscape; always ‘’fit for purpose” or ‘’fit
    for the future”.
  2. Strategic
    relationships:
    based
    on the livelihoods strategy, s/he will ensure a high profile visibility of
    VSO
    whereby VSO is well-known among all relevant government agencies, line
    ministries, donors, academia, private sector, and coordination platforms
    for its unique approach, products and service offerings in the sector.
    This will involve meaningful and influential engagement within strategic networks,
    platforms, and meetings as well as informal networking with influential
    decision makers in these spheres. S/he will ensure that VSO becomes one of
    the go-to agencies in livelihoods programmes in Rwanda.
  3. Programme
    design:
    in
    line with VSO global Core Programme Areas, s/he will work with VSO global
    teams and Rwanda programme team to develop the livelihoods programme
    approach. And based on the programme approach, develop technically sound
    fundable project proposals. S/he will ensure that ongoing programmes are
    aligned with the latest livelihoods strategy and approach to deliver high
    quality results based on technical advice provided by the Advisor.
  4. Business
    development:
    in
    line with strategy, s/he will strengthen VSO market position and networks,
    develop viable funding pipeline based on early funding intelligence. S/he
    will develop a unique range of products and services offerings aligned
    with the strategy. S/he will take lead in negotiating and securing new
    partnership with donors, prime bidders, government agencies, private
    sector and local partners. S/he will lead in preparing concept notes and
    proposals, working proactively with global funding to
grow
and diverse livelihoods programme funding. S/he will secure at least GBP 0.5M
in new funding per year.
  1. Programme
    quality:
    S/he
    will ensure high quality programme results through, high quality technical
    support during project start-ups, participation in regular programme
    reviews, regular technical field support visits supervision conducted with
    field-visit reports demonstrating insights into programme quality. S/he
    will play a lead role in baseline studies, mid-term reviews, end-line
    evaluations, and donor/partnership reviews.
  2. Research
    and evaluations:
    s/he will spearhead learning,
    research and documentation to generate credible body of evidence from VSO
    livelihoods programmes. This will include analysis and reflection onVSO
    approach, products and services with the view of improving the way VSO
    addresses the root causes of poverty and inequalities to achieve results
    at scale. This will require building new networks and forging new
    partnerships with credible research and learning institutions at national
    and international scene. S/he will produce high profile publications with
    solid evidence to influence development policy and practice.
  3. Evidence-based
    policy and advocacy:
    s/he will play an active and
    meaningful role in relevant policy space with the aim of realising
    systemic change. This will involve active and meaningful engagement in
    relevant policy fora at national and international levels. It involves
    bringing credible body of evidence from VSO programmes to the policy
    discussion table, influencing decision makers and changes agents and
    providing technical support for civil society and duty bearers to pursue and
    implement the policy agenda respectively. S/he will use evidence to unlock
    systemic challenges that perpetuate poverty and inequality.
  4. Learning,
    Impact and Accountability (LIA):
    s/he will work closely with LIA
    team to ensure new project design takes into account and is properly
    aligned with VSO global results framework. S/he will ensure that theory of
    change for new projects is based on solid evidence coming from robust
    research and evaluations. Once new projects are approved, work with LIA
    team to ensure that new project teams understand technical design, theory
    of change and implementation approach and are prepared for thorough
    evaluations.
  5. Personal
    development:
    s/he
    will ensure continued personal learning and development and pursue a clear
    career ambition in foreseeable future. S/he will remain on cutting edge
    and technically sound in livelihoods.

Salary
& Grade:
This
position is at senior programme management level level and is at Grade 4 of our
salary scale.
Desired
qualifications and Experience:
Suitable
candidates should have:
  1. Master
    degree in relevant development field (Master degree in relevant
    development field (Business Administration, Economics, Management,
    Business Administration, Social Sciences, Sociology, Development studies)
    from a reputable University;

    persuasive; and

    priorities.
