Plan

areas of Kigali. The UN Burundi Regional Refugee Response Plan (RRRP)
highlights protection of Burundian refugees and the need for protection
programming as the highest concern in order to maintain a safe and secure
protection environment for fleeing Burundians. It is against this backdrop that
Plan has partnered with Swedish Broadcast Foundation to contribute to the
refugee response focusing on strengthening protection for unaccompanied and
separated children, through improved education, alternative family-based care
and psychosocial support.

M&E Officer) will be responsible for providing support and ensure effective
monitoring, verification and evaluation of implementation of activities with
regards to the response to the needs of Burundian refugees, particularly in Mahama
refugee camp. The M&E Officer will ensure data is analysed, documented,
shared and he will be reporting to the Field Protection Manager with dotted
line supervision of the Head Program Quality Assurance. The M&E
Officer will liaise closely with partners, Emergency Response team in Mahama,
Nyanza and Bugesera,, the Emergency Response Manager and the Program Quality
Assurance Team.

represent Plan at field level for all aspects related to implementation,
monitoring and evaluation in relation to Burundian emergency response. - To
provide support in the monitoring and evaluation of the response to
emergency projects in Mahama, by collecting in a timely manner up to date
data and information from field staff and ensuring data and information
are accurate. - To
work closely with other Program Quality Assurance Staff to ensure timely
and effective elaboration of reports for Plan and donors - To
participate in the trainings funded by Plan and make sure child protection
and gender equality are respected and submit reports. - To
assist the Coordinators, Field Protection Manager and Program Quality
Assurance staff at CO in the preparation of technical reports to donors
and Plan. - To
contribute to the documentation of data and dissemination of information
and learning activities. - To
ensure respect of the timeliness and completion of the monitoring and
evaluation frameworks for the response to emergency projects in Mahama
camp and Bugesera and Nyanza transit center. - To
carry out any other specific activities related to monitoring and
evaluation as assigned by the supervisor. - To
participate in the meetings relevant to monitoring and evaluation. - To
monitor and report activities implemented by Plan and partners.

Nyanza and Bugesera are produced. - Field
reports are submitted 5 days after field trip.
Methodology

- Desk
review: the
M&E Officer will receive proper induction in the emergency issues and
will be provided with existing resources and documentation both from Plan
and from other actors.
- Field
work and Information management: the M&E Officer will be based
at Nyakarambi Office and will work mainly in Mahama camp. - He/she
will be in charge of collecting data from all Mahama refugee camp and
assisting the Plan staff in Nyanza and Bugesera in data collection. - For
some indicators proposed by Plan, he/she will be in charge of collecting
baseline at the beginning and at the end to assess progress.

- University
Degree in Social Science, Economics, Rural Development, Project Management
or any other related field. - Minimum
of 3 years’ experience in monitoring, evaluation and learning. - Working
knowledge of word processing spreadsheets, data entry and analysis
packages and databases (Microsoft Packages, Excel and/ or SPSS). - Sound
experience in participatory research methodologies, both quantitative and
qualitative. - Experience
of building the capacity of others around M&E. - Commitment
to international development and children’s rights. - He/she
must be familiar with community work, ready to work under pressure and
possess a good oral and reporting skills. - An
experience in working with NGO will be an advantage for him/her.
