Location: Kigali. He/she will work in the offices of Energy and Water
Sanitation Agency (EWSA) in central Kigali, with daily visits to the offices of
EWSA in the selected pilot district.
Duration of the contract: 24 months
Probable starting date: as soon as possible
Monthly salary package: between 5088,91 euro and 7245,50 euro (this
includes the gross monthly salary and the expat benefits: hardship allowance
and expat allowance). The salary is calculated, depending on the composition of
the family and the number of years of relevant experience.

The Government of Rwanda has embarked on a process
of public sector reform through which a new implementing institution in the
energy sector was created in 2014, namely the Rwanda Energy Group (REG). REG, a
holding company is comprised of Energy Development Corporation Ltd. (EDCL) and
Energy Utility Corporation Ltd. (EUCL). EUCL, being a relatively new
institution has a need for expert support in order to enable the organization
to execute its mandate successfully.

In the framework of the ICP 2011-2014 between
Rwanda and Belgium, support to the development of the Energy sector through
institutional strengthening and capacity development was foreseen. The goal of
the present intervention is to transform this engagement into action by
strengthening the functioning and performance of the Energy Utility.

Function:
The responsibilities of the International Technical Assistant Operations and
Maintenance Engineer, include (but are not necessarily limited to) the following
areas:
The responsibilities of the International Technical Assistant Operations and
Maintenance Engineer, include (but are not necessarily limited to) the following
areas:
- Collaborate closely with a team of 3
short-term International technical experts (also funded by the project)
in the areas of Network Planning, Network Protection and Distribution
Management, to develop capacity in these functional areas by working
closely with local counterparts
- Accompany, support and guide Functional
Reviews of Operations and Maintenance (O&M) processes &
procedures in Distribution, Transmission and Generation. Review
conclusions of Functional Reviews and develop, together with EUCL staff
and technical experts, strategies and approaches to improve Utility
performance.
- Establish and update a list of equipment with
recent technologies used in operation and maintenance for reliable quick
maintenance
- Coach / mentor Electricity Operations teams
and O&M management in the implementation of developed strategies and
approaches. This includes giving technical advice, enhance tools to
establish and report on key performance Indictors (KPIs), assessing
capacity development needs and organizing training as required. Develop,
together with management and international technical experts, framework
for monitoring of Utility performance and impact of project initiatives.
- Contribute to capacity development in the
areas of HR planning (future staffing requirements), workload calculation
and the development of staff training and qualification plans.
- Provide technical input into the preparation
of terms of reference for studies and capacity building activities
executed by international and national experts.
- Support the implementation of these studies
and capacity development activities to ensure that they effectively
contribute to the improvement of utility performance.
- Contribute to the development of a
methodology and tools to measure the effectiveness of capacity
development initiatives both in respect of frontline technical staff and
management.
- Periodically review the effectiveness of
capacity development and initiate corrective actions as required to
ensure the transfer of skills and competence to local counterparts.
- Attend and prepare, together with the Project
Co-Manager, the Project Steering Committee (PSC) meetings on a regular
basis.
- Report quarterly to the Project Co-Manager
and the BTC representative.
- Contribute to the preparation of financial
and procurement planning and budgeted work plans for the intervention.
- Establish and maintain good working
relationships with project participants, counterpart agencies, donors and
other relevant organizations and government agencies
- Share information about the project with
other organizations and agencies as needed.
- Support implementation of Capacity
Development activities in other Belgian-Rwandan interventions (especially
in the area of access) in the electricity subsector.
This expert will primarily work together with the team of international
short-term technical experts referred to previously, utility chief
engineers in the Operations department and with technical teams in the
field.
Profile:
Qualifications and required experience:
Qualifications and required experience:
- Bachelor’s degree or higher in engineering
- At least 5 years of experience in Industrial
Operations and Maintenance in the area of Transmission and Distribution;
- Experience in Reliability Centred
Maintenance, Value driven maintenance or any other relevant maintenance
processes improvement approach;
- At least one track record in a context of
governance (public or private sector), institutional strengthening,
change management and capacity building principles, strategies and
techniques is required
- Experience in projects planning, management
and contracts administration
- Experience in supporting change processes in
public or private companies in developing countries is an advantage;
- Experience in maintenance audits and
consultancy is an advantage;
- Knowledge of Computerized Maintenance
Management System (CMMS) and Distribution Management System (DMS) is an
advantage
