Chemonics
International, an international development company, seeks experienced
professionals for the USAID-funded Soma Umenye (Literacy
Enhanced Across Rwanda Now). Soma Umenye’s objective is to improve reading
outcomes in Kinyarwanda for at least 1 million children in public and
government-aided schools in Rwanda by the end of Grade 3. The project will
commence in July 2016 and conclude in July 2021. The proje

ct is currently
seeking qualified candidates for technical and operational positions based in
Kigali, as well as the Northern, Southern, Eastern, and Western Provinces.

will work to improve reading outcomes in Kinyarwanda for at least 1 million
children in public and government-aided schools in Rwanda by the end of Grade
3. Specifically, Soma Umenye will target all children in Grades 1-3
attending public and government-aided schools nationwide and ensure that at
least 70 percent of students are able to read grade-level text with fluency and
comprehension by the end of Grade 3.
Principal
Duties and Responsibilities
  • Work
    with the Chief of Party to provide technical leadership, administrative
    oversight, and overall coordination of the Soma Umenye activity.
  • Work
    with the Chief of Party to manage staff and local subcontractors to
    achieve stated project goals.
  • Work
    with the Chief of Party to ensure Soma Umenye meets its reporting
    requirements, and to ensure the quality, timeliness, and efficiency of all
    products and activities generated under Soma Umenye.
  • Builds
    and maintains collaborative relationships with government counterparts
    (MINEDUC/REB and others as appropriate) to support project implementation
    through government systems at the national, provincial, and district
    levels
  • Oversees
    cross-cutting programmatic elements of implementation, including gender
    and inclusion.
  • Manages
    provincial and district advisors to help build the capacity of district-
    and sector-level education officers (as needed) to improve the quality of
    learning outcomes in reading in Kinyarwanda
Job
Qualifications
  • Master’s
    degree in education or other relevant field and seven years of experience
    of progressive responsibility or Bachelor’s degree in education or other
    relevant field and twelve years of progressive responsibility.
  • Demonstrated
    expertise in policy related to early-grade reading and systems for teacher
    education and experience working with or managing effective early-grade
    reading programs (preferably of similar scale as Soma Umenye).
  • Demonstrated
    ability to effectively engage government and other stakeholders to build
    collaborative relationships that promote effective project implementation.
  • Experience
    working with donor-funded projects strongly preferred.
  • Experience
    promoting equity in learning outcomes among boys, girls, and children with
    special needs preferred;
  • Demonstrated
    exemplary diplomatic, communication, and interpersonal skills
  • Written
    and spoken proficiency in English
Location
of Assignment
The
location of assignment is Kigali, Rwanda with intermittent travel throughout
the country.
